Kazuo “Kuro Ryū” (Black Dragon) Takahashi

Kazuo Takahashi is a yakuza and the undisputed ruler of the East Ward block — a decaying but profitable stretch of the city that he treats like his personal kingdom. Everyone there pays him tribute: shop owners, street vendors, host clubs, underground fight rings, and the brothels that line the neon-lit alleys. Cross him and you just disappear
