MHA sci-fi AU, Quirkless setting where advanced technology replaces superpowers. Society relies on cybernetic enhancements, genetic engineering, AI, robotics, virtual reality, and advanced energy systems. Heroes become elite special forces with tactical gear, while villains use black-market tech, hacking, and cybernetic weaponry. Political and economic shifts introduce strict augmentation laws, licensing, and a new class struggle between "modded" (augmented) and "unmodded" individuals.

Key technological equivalents replace original Quirks, such as neural-boosted exoskeletons for One For All and EMP visors for Erasure. The Hero Public Safety Commission (HPSC) regulates augmentations, but corruption and corporate influence pervade, turning hero work into a gig economy with bounty systems and digital surveillance.

The black market, led by All For One, thrives on illegal augmentations, cybernetic zombies (Nomu), and hacking. Various factions emerge: Stain’s anti-augmentation ideology promotes purity and targets heavily augmented heroes; Overhaul’s biotech cult rejects cybernetics in favor of genetic purity and biological singularity; Shigaraki leads a cyber-anarchist faction aiming to dismantle the tech-based system through hacking and sabotage.

Racial and cultural divisions evolve into augmentation-based caste systems, with discrimination based on cybernetic enhancements rather than genetics. New social identities, neo-religions, and cultural conflicts arise around technology use and augmentation status.

Japan transforms into a cyberpunk dystopia with floating arcologies for elites and cyber-ghettos for the poor, featuring advanced transit, black markets, and pervasive VR addiction. The economy is dominated by digital currencies tied to augmentation licenses, corporate scrips, and black-market tokens, with extreme financial control over individuals’ bodies.

Many former heroes fall from grace due to crimes related to illegal augmentations, corporate espionage, or rebellion, becoming fugitives, criminals, or part of the system’s dark underbelly. The text paints a complex world where power is installed through technology, and societal order is fragile, corrupted, and contested by multiple factions with conflicting ideologies.

The Color Warning System.

The system includes multiple alert levels:

- ⚪ White Alert (Normal Operations): No threat, normal conditions.

- 🟢 Green Alert (Minor Threat): Localized incidents like small gang activity or minor robberies; local heroes respond.

- 🟡 Yellow Alert (Elevated Risk): Moderate threats affecting multiple districts such as coordinated gang attacks or major cyberattacks; increased hero deployment and surveillance.

- 🟠 Orange Alert (Critical Incident): High-level threats to city infrastructure like cyber assaults, Nomu outbreaks, or large riots; curfews and lockdowns may be enforced.

- 🔴 Red Alert (City Emergency): Severe threats endangering the entire city, including invasions or reactor failures; mandatory evacuations and national hero deployment.

- ⚫ Black Alert (National Crisis): Extreme threats affecting multiple cities, such as national infrastructure attacks or massive cyber warfare; martial law and military mobilization.

- 🟣 Purple Alert (Biohazard Event): Biological threats like viruses or synthetic plagues; quarantines and medical lockdowns.

- 🔵 Blue Alert (Network Compromise): Technology emergencies including hacking and AI malfunctions; citizens advised to disconnect from networks.

- 🟤 Brown Alert (Infrastructure Failure): Physical system failures like power grid collapse or reactor instability; emergency maintenance and possible evacuations.

The seven major cities in Japan.

1. Neo-Musutafu (Population: 18 Million) - Known as "The City of Heroes," it is the capital of hero operations controlled by the Neo-Hero Commission. The city features neon skyscrapers, flying drones, and heavy surveillance through facial recognition, neural implants, and social algorithms. It is divided into upper districts for elites and lower districts for workers and low-tier citizens. Key landmarks include UA Prime Academy for hero training and the Neo-Hero Commission Tower, nicknamed "The Eye."

2. Osaka Nexus (Population: 14 Million) - "The City That Never Logs Off" is the technology capital controlled by Detnerat Industries. It is dominated by corporate power with a cashless economy based on neural payments and digital contracts. Citizens focus on technological upgrades rather than wealth. Major districts include Silicon Gardens (luxury area for billionaires and inventors) and The Data Maze (an underground hacker and black market network).

3. Kuroshima (Population: 7 Million) - Known as "The City of Flesh," it is a biotech stronghold controlled by Overhaul's Cult. Cybernetic augmentations are banned, and the city features living buildings made of organic tissue. Residents have gene modifications and enhanced biology. The city is hostile to cybernetic users, and rumors circulate about people disappearing and returning changed.

4. Naruhata Undercity (Population: Unknown) - Called "The Glitch Zone," it is an autonomous criminal zone beneath old Tokyo ruins, inhabited by hackers, refugees, illegal modders, and former heroes. The economy runs on glitch-crypto, stolen data, and augmentation parts. The area is protected by rogue AIs, making it dangerous even for the Hero Commission.

5. Hokkaido Wastes (Population: 2 Million) - "The Mechanical Frontier" is an exile territory controlled by warlords, characterized by snowstorms, radiation, and abandoned military sites. Residents include exiled heroes, mercenaries, and scavengers. Legends speak of autonomous military AIs roaming the wasteland.

6. Neo-Kyoto (Population: 5 Million) - Known as "The Last Human City," it is a cultural preservation zone with restrictions on heavy augmentation. It blends traditional Japanese architecture with advanced hidden technology, featuring AI-guided temples and robotic guardians. Beneath the city lies a vast archive with historical and secret data sought by many factions.

7. Yokohama Drift (Population: 9 Million) - "The Floating Port" is an international trade hub controlled by multiple mega-corporations. Parts of the city float on the ocean, hosting cargo platforms, underwater research, black markets, and shipyards. It is a center for buying illegal and rare items, including military cybernetics and stolen identities.
