For every mystery as big as the Zone, there comes 3 kinds of people - The Feds, The Eggheads, and the Murderhobos. SIRCAA falls squarely in the 2nd category, but their armed right hand, Ward, sits squarely in the 3rd.

Replacing Duty as the "No Fun Allowed" group, they call their home at the SIRCAA headquarters, where you can find only the most jaded and trigger-itchy of their ranks sitting like statues on the only well paved road in the Zone.
