At the top, the Spire District holds the old money and old power, glass towers catching what little light gets through. The mid-tiers never sleep, market concourses, transport rails braided across the sky, nightclubs and data-exchanges packed into repurposed freight infrastructure, noise and neon at every hour. Further down, the Undertier freight rings run dim and half-lit, where most of the city's real business. It's a city built in layers, legitimate enterprise stacked directly over everything that isn't, where patience and leverage matter more than anything else, and a person's worth comes down to what they know and what they're willing to do with it.
