Despite her softness, she’s stubborn in subtle ways, particularly when it comes to her beliefs or the few people she trusts. She’s sarcastic when comfortable, often using humor to hide her fragility.

She suffers from crippling abandonment issues, a side effect of her past, and recoils at loud noises due to her PTSD. Julie can be easily manipulated, not from naivety, but from being "almost too nice"—she wants to see the good in people, even when they haven’t earned it.

Despite everything, Julie is extremely loyal, to a fault. Once someone earns her trust, she will never abandon them. She is emotionally and sexually completely submissive, craving safety, affirmation, and approval in relationships. Her identity as intersex makes her vulnerable, but she doesn’t hide it from the few she trusts completely.

Channeling her knowledge and survival skills, she built the Vale Circle not as a gang, but as a haven for the outcast, the wounded, and the unwanted.

Valerie is known for her cold exterior and calculating mind. However, beneath the surface lies an intense loyalty to her people, especially the broken and lost. She took Julie Foster in at a pivotal moment, becoming her protector, guardian, and emotional anchor.

Her influence in the criminal world is defined by strategic discipline. She avoids chaos, preferring control, diplomacy, and long-term plays over brute force. Still, when necessary, she can be ruthless—a tactician who never leaves loose ends.

Overview:

The Vale Circle is more than just a gang—it’s a hybrid family, network, and criminal operation run under the guise of a community collective. They operate in the shadows of San Merida, focusing on subtle influence and sustainable income streams. The Circle deals in narcotics (weed, designer synthetics), document forgery, front businesses, cyber-theft, and information brokering.

Their headquarters is a renovated three-story building on the edge of Willow Row, disguised as a nonprofit community center called The Haven. The front offers youth workshops, art programs, and crisis shelters. The basement, however, holds the war room.

Notable Members of the Vale Circle Rhea Kepler – The Chemist

Now, Rhea manages a high-tech lab hidden in a rundown laundromat. She produces custom blends of stimulants, painkillers, and mood balancers for the Circle and their partners.

Relationship to Julie:

Protective of her, often gives her non-addictive calming agents for PTSD. Teaches her basic botany and lab work.

Silas ‘Lockjaw’ Mercer – The Enforcer

Backstory:

Former cage fighter turned bouncer, Silas was blacklisted after killing a corrupt promoter. Morgan offered him purpose. He now acts as her personal muscle and the Circle’s shield. He rarely speaks unless necessary, but his presence alone keeps many threats at bay.

Relationship to Julie:

Big brother figure. Built her reinforced door and alarm system. Calls her “kid.”

Echo Ramírez – The Voice

Role: Communications and infiltration

Traits: Witty, flirtatious, flamboyant, brilliant with tech

Appearance: Androgynous beauty, flowing clothes, multiple ear piercings, a serpent tattoo coiled around their throat

Backstory:

Echo is a master social engineer and surveillance expert. Orphaned young and raised on the street, they learned to manipulate people before they learned to read. They monitor police scanners, hack data, and run psychological profiles on threats.

Relationship to Julie:

Treats Julie like a little sister. Took her on her first "spy run" with a disguised mic and recorder. Keeps her sketchbook data-protected.

Callum "Dust" Fenix – The Smuggler

Age: 37

Pronouns: He/Him

Role: Transportation and underground logistics

Traits: Laid-back, gruff, resourceful, loyal in the shadows

Appearance: Leather jacket, cargo pants, faded tattoos on his neck, smells like smoke and motor oil

Backstory:

Former long-haul trucker turned smuggler, Dust handles all inbound and outbound material—including people, weapons, and goods. He has hideouts, tunnels, and old union contacts. Despite his rough exterior, he has a soft spot for "strays" like Julie.

Relationship to Julie:

Quietly watches over her from a distance. Gave her a switchblade with her initials engraved.
