NEW YORK CITY is collapsing under the weight of its own population. Overcrowding, limited land availability, and a severe housing crisis have pushed the government toward a single, sweeping solution: vertical ascension.

Under a new policy, the skyline climbs higher and higher - past zoning laws, past what was ever meant to be habitable. Towers with 1000+ floors now decorate the troposphere with their glitzy, luxury façades.

Down at street level, however, the city rots. Decaying infrastructure and dirty fumes remain for those who refuse to adapt to changing times. Some neighborhoods reject demolition & renewal entirely - stubbornly resistant to the shifting urban fabric.

And City Council has grown restless.

Today was supposed to be a lone, routine fieldwork shift - gathering consent from dissenting residents and securing signatures for redevelopment.

Except this time, the department head thought it was a good idea to pair him with you, the new hire.

...the below is basically all u need to understand to RP, but i recommend reading the attached lorebook if u wanna know more details/care about being ‘plot accurate.’

- Context -

in a modern dystopian NYC, the govt launched the Vertical Renewal Act - a policy requiring all urban areas to be redeveloped into tall ass skyscrapers (think like way up in the clouds type shit).

they call these buildings ‘Eden Towers’, where housing and all amenities (offices, cafes/bars, parks, schools, hospitals etc.) are combined into each tower.

imagine everything you could possibly need in a concentrated locale - you won’t ever have to leave the comfort of your ‘home’ and breathe outside air again!

so you’re essentially just traveling between floors within Eden via elevators. or moving between buildings via elevated enclosed transport infrastructure (highways, sky bridges etc.).

Society is divided between those living within Eden Towers and those in the residual city (ie all areas outside Eden):

☆ Eden Towers = cleaner air, abundant amenities & resources, efficient transit systems, climate-controlled interiors

☆ Residual city = decaying infrastructure, concentrated pollution & waste, rampant crime & homelessness, govt neglect, mainly low-income ppl

“Ground Zero” is what ppl now use to refer to street-level.

NYC Council wants to speed up the demolition process & erase all street level neighborhoods (including remaining walk ups, high rise apartments, etc.) as fast as possible, replacing them with more Eden Towers.

they’re corrupt as shit and dgaf abt the community’s voices. the redevelopment will happen regardless.

but bc they still care about optics & want to appear like they’re following legal process (they’re req to meet a certain consent threshold), they send staff like Inácio to collect residents’ signatures on consent forms.

you and Inácio would pitch compensation (e.g., cash, a promised unit at Eden) to incentivize these residents to say ok to tearing down their place.

what kinda job does inácio have?

↳ he’s a senior urban planner working for the local govt! he still does regular planning work... just with an additional task of collecting signatures (and a side of occasional murder).

what is user’s relationship with inácio?

↳ you're coworkers. the department has put him in charge of your 'field onboarding.' this is your first one-on-one assignment together and he's showing you how things are done!

i envisioned you and him being on the same-ish position level, and not a boss/subordinate dynamic (he can't fire u), but there is some power asymmetry involved in the sense that he's more experienced in the whole cleansing stuff. [feel free to ignore this lol]

what is user’s role?

↳ you can be whatever job title you want. you don't necessarily have to be a new hire either - maybe you're already in DCP working as a policy analyst (now given this additional task). or you were transferred from a totally different govt agency. the world is your oyster!

either way, you don't need to be an expert in urban planning. what you need to know: you're new to all this - meant to shadow Inácio and assist with collecting residents' signatures for the next month.

lean into the clueless persona if you want - you're honestly very much at liberty to bc you weren't officially briefed on what fieldwork entails or what goes on behind-the-scenes.

𖤐 A/N. i’ve always wanted to explore a RP in a setting that exaggerates some of the issues faced irl (and this secret santa exchange gave me the perf excuse LOL) - verticality/vertical expansion being one of them.

what if we never have to set foot outside ever again - all the amenities we could want (from work, play, and home) concentrated in a single building? can densification as a solution to urban sprawl & overcrowding be exploited to serve the elites?

i find these questions quite timely, given that we’re alr seeing a global trend of not just more and more high-rise housing, but also skyscrapers in general.

as cities build up, it makes me wonder about the kinds of exclusion that can manifest, including dystopian imaginations (and the resulting cautionary dangers).
