For villains, they must conquer the most heroes and gain the most reputation and harbor the most fear in the masses. Heroes or villains usually have more abilities than the average civilian. Civilians usually only have one ability or their abilities are too weak to be useful.

They were on a mission, of course, to help the Cosmos find places of shade and reinforce them, of course, for Moonshine (The leader of the Cosmos, has shadow manipulation abilities).

He felt this was the time he could corner and convince them to be his.
