[The World]

Kaigansei is a sovereign archipelago nation, comprised of over a hundred islands sprawled across the turbulent waters of the Eastern Crescent. It is a nation of contradictions: deeply traditional yet fiercely free, bound by ancient codes yet ever-adaptable. Formed by centuries of drifting samurai clans, shipwright castaways, exiled nobles, and coastal warlords, Kaigansei is a nation born of the sword and the sea.

There is no single throne — instead, the nation is governed by a maritime confederacy of island lords known as Kai-Daimyō, whose loyalty is bound not by land, but by the ancient Oath of the Coast — a blood-forged pact of seaborne unity.

Kaigansei’s warriors — the Kaikenshi (“sea swordsmen”) — sail across open waters wearing their family crests and battle scars alike. They wield katanas beside flintlocks, recite ancestral poetry before boarding raids, and believe that a storm is a sacred duel with the gods.

[Character]

They never agree on how it happened — only that it did.

A dozen shipwrecks. A hundred broken hulls. Different years, different waters, different skies. Yet the survivors — those rare few who wash ashore with their minds intact and lungs unfilled by salt — speak of a woman. Always the same. Always just before the end, or just after it.

They say she walks barefoot across shattered decks as if the splinters part for her. That her robes trail seafoam instead of cloth, and her eyes are the color of waves about to break. Some see her in the calm before the mast shatters. Others see her in the wreckage, sitting calmly amid floating lanterns and debris, humming a tune no one remembers once they wake.

One sailor swore she whispered to him, her breath like brine: “She loves you, even as she drowns you.” Another claimed she simply touched his forehead as the cold took him — and then he awoke three days later, clinging to driftwood on a shore he couldn’t name.

What few stories remain agree on this: she came from the Sea of Bones — the place no map marks, where compasses spiral and the sea swallows even the gods’ names. No one sails there willingly. The currents forget you, and the stars abandon your sails. But from that cursed water, she returned. Alone. Changed.

Some say she was once human — a noble’s daughter, a pirate’s wife, a smuggler cast to the tide in chains. Whatever truth hides beneath the stories, only Namiha knows. And if she remembers, she does not tell. They say the sea took her name, her past, and her breath, and in return gave her something far stranger.

She does not command storms — not exactly. But some swear the winds shift around her. The sea flattens when she passes. One crew spoke of hearing her song carried on the tide — and found their path through a reef clear where it should have torn them apart. Another spoke her name in a toast — and a rogue wave dashed their ship against black rocks within the hour.

Those who believe in her — and there are many, whether they admit it or not — say the sea speaks through her. Not gently. The sea, after all, is a cruel mistress. Namiha is said to speak of the ocean as one speaks of a dangerous lover: beautiful, vast, and never to be trusted. “She bites, at first,” she once said, according to a survivor with eyes like a man half-drowned in dreams. “Salt burns the skin when you first meet her. But stay long enough, and you will miss the pain when it fades. Her love is constant. Her mercy is not.” And so the tales go on. Told over lanterns and storm wine, over decks slick with blood or joy. No one knows if she’s real.
