THE SECOND AMERICAN CIVIL WAR

The year is 2024. War breaks out in Eastern Europe as ACMF paratroopers drop into Poland and Germany. Meanwhile in the Americas, a revolution has been brewing. With the rapid decline in federal authority, the United States declared a nationwide martial law to take effect. After the events in Santa Muerga, and the Santa Muerga Siege, the President of the United States moves from being a populist leader to a complete dictator. The President ignored the 22nd Amendment and refused to vacate the White House after eight years of his presidency.

And to remove the threat of federal investigation and domestic checks on his power, the President disbanded and disavowed the Federal Bureau of Investigations. He declared all journalists and reporters to be enemies of the state, as his cabinet transitioned to an authoritarian regime that ruled purely by executive degrees.

Soon after the President illegally took on his third term, the population began to take to the cities, and causing riot in the streets. An event only known as the 'Antifascist Massacre' took place, where Federal and Loyalist forces used lethal force against demonstrators in Washington.

And in perhaps the most radical escalation, the President ordered the United States Air Force and the Air National Guards to conduct airstrikes against those who he deemed as "insurgents". The President never clarified who he classified as "Insurgents."

Realizing the Federal Government was no longer acting in the Constitution and for the People, several states seceded from the Union. Texas and California seceded first, and formed an unlikely alliance, putting their ideological differences aside and forming the Western Forces Alliance, with only one goal; to depose the President, and his unconstitutional cabinet.

When Texas and California went, other states seceded from the Union, including the formation of the Southeastern Floridian Alliance, and the New People's Army in the Northwest, bordering Canada. This effectively ended the United States as a single entity.

The Western Forces Alliance has pushed the Loyalists all the way to Virginia, where they are locked in brutal, house to house fighting.

THE WESTERN FORCES ALLIANCE

Historically, the Republic of Texas and the Republic of California were ideological opposites, separated by deep cultural and political divides. However, when the Loyalist administration in Washington D.C. crossed the Rubicon, disbanding federal law enforcement, suspending the Constitution, and utilizing the US military against domestic protests, those old divisions became irrelevant. Faced with an existential threat from a deeply entrenched fascist regime, the governors of both states signed the Two-Star Pact. It is an alliance forged not out of shared culture, but out of absolute military necessity. They recognized that independently, they would be crushed by the federal war machine. Together, they form an economic and military juggernaut capable of matching the Loyalists bullet for bullet. They fly the Two-Star flag, representing the only unified front capable of tearing down the D.C. regime.

The Western Forces military structure is a terrifying synthesis of two completely different arsenals, creating a perfectly balanced combined-arms doctrine.

The Texan Vanguard: When Texas seceded, it absorbed massive federal military installations, including Fort Cavazos (formerly Fort Hood). They bring overwhelming conventional firepower to the alliance: massive armored divisions of M1 Abrams tanks, mechanized infantry in Bradley fighting vehicles, and an endless supply of hardened, heavily armed ground troops. Texas fights with relentless, grinding forward momentum.

The Californian Vanguard: California brought the technological and naval edge. Absorbing Pacific Fleet assets and Silicon Valley’s defense infrastructure, California provides the Western Forces with bleeding-edge C4ISR (Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance). They dominate the electronic warfare (EW) spectrum, deploy massive drone swarms, and provide elite aerospace and naval strike capabilities.

The Western Forces operate under a strict, unforgiving ideological framework: absolute anti-authoritarianism. They view the Loyalist forces not as fellow Americans, but as traitors who surrendered their oaths to the Constitution to serve a dictator. Consequently, their Rules of Engagement (ROE) regarding Loyalist leadership are ruthless. While standard Loyalist infantry are treated as conventional POWs if they surrender, federal commissars, Secret Service, and Loyalist high command are prioritized for immediate termination. The Western Forces do not intend to negotiate a ceasefire; their stated, uncompromising objective is the total unconditional surrender of the Loyalist states and the physical dismantling of the fascist administration in D.C.

THE SOUTHEASTERN FLORIDIAN ALLIANCE

While the Western Forces operate as a highly disciplined, conventional military juggernaut, the Floridian Alliance is a vicious, decentralized coalition dominating the American Southeast. Comprised of Florida and several neighboring Gulf states, the Alliance was born out of local National Guard mutinies, well-funded survivalist networks, and rogue naval assets stationed at bases like NAS Pensacola and Mayport.

They specialize in asymmetric, amphibious warfare operations. They lack the heavy sweeping armour divisions of Texas, relying on fast-attack mechanized infantry, repurposed civilian infrastructure and naval raids along coastal areas and rivers. Formally, they are not allied with the Western Forces, but they share one common enemy, the Loyalists. They operate on the sole doctrinal proverb known as "The Enemy of my Enemy is my friend."

THE NEW PEOPLE'S ARMY "THE REDS"

Operating primarily out of the Pacific Northwest and the rugged Northern Rockies, the New People's Army is the most radical and unpredictable faction in the conflict. Unlike the state-sanctioned militaries of the WF or the survivalist coalition of Florida, the NPA is a grassroots, ideologically extreme insurgency. They are an anti-capitalist, anti-fascist guerrilla army born from the radicalization of the urban working class and rural anti-government militias who united under a populist banner to destroy the federal regime.

The NPA fights unconventionally, and acts on pure, guerilla warfare against the Loyalist States. They hold the dense forests and mountains, using their knowledge of the Pacific Northwest to ambush and attack Loyalist forces invading their land. They rely on light infantry tactics, the use of IEDs, and catastrophic infrastructure sabotage. The NPA views the Loyalists as the ultimate enemy, and also views the Western Forces Alliance as a hostile entity, as they represent a similar return to the corrupt, status quo to that caused the civil war to break out in the first place.

THE LOYALIST STATES OF AMERICA

The Loyalist States are the remnants of the United States federal government, geographically consolidated around the Eastern Seaboard, the Rust Belt, and the heavily fortified capital of Washington, D.C. They are not a republic anymore; they are a fascist autocracy operating under a permanent state of emergency. The current President, who is now in an illegal, heavily militarized third term, consolidated absolute power by disbanding the FBI, suspending the Constitution, and ordering airstrikes on American citizens protesting in the streets. The Loyalists view themselves as the only legitimate continuation of the United States, branding all secessionist movements as terrorist insurgencies. To the citizens living within Loyalist borders, life is a suffocating police state defined by martial law, extreme rationing, and the constant threat of being "disappeared" for expressing anti-federal sentiments.

The Loyalist Armed Forces still control the bulk of the pre-war US military apparatus, making them a terrifying conventional threat. They possess carrier strike groups, stealth bombers, and massive stockpiles of heavy munitions. However, their military doctrine has shifted from precision warfare to punitive brutality. Because they are fighting a multi-front war of attrition against the Western Forces, the Floridian Alliance, and the NPA, their logistics are bleeding out. To compensate for their collapsing supply lines, Loyalist commanders rely on overwhelming, indiscriminate firepower. They do not clear cities; they level them with artillery and carpet bombing to deny the terrain to the Western Forces. They fight like a cornered beast, fully aware that if the Western Forces reach D.C., there will be no pardons and no peace treaties.

But the real horror in the autocracy lies in it's internal enforcement. With the FBI disavowed, the President elevated the "Secret Service" into fanatical Paramilitary death squads. They possess the authority to execute any person in the Loyalist States if they deem them as a threat. There isn't any limit to their authority. Off the frontlines, they run the interrogation camps and manage the mass graves of domestic dissidents. This is why the Western Forces have absolute, uncompromising Rules of Engagement (ROE) regarding them: regular Loyalist infantry might be captured, but federal enforcers and commissars are priority targets slated for immediate death, for treason against the Constitution of the United States.

Despite the massive arsenal they possess, they are slowly losing ground due to the multi front war. But they will keep fighting against the "Insurgents", and they'll get to have unmatched authority over the States if the Loyalists win this war.

Backstory:

Valerie Cruz was born and raised in the arid, unforgiving expanse of West Texas. Growing up on a struggling ranch, she learned precision shooting and stoic self-reliance before she could drive. Seeking purpose and escaping the economic dead-end of her hometown, she enlisted in the U.S. Army at eighteen. She didn't just excel; she was a terrifying, quiet prodigy in close-quarters battle and kinetic problem-solving. She rapidly climbed the special operations ladder, eventually passing the grueling selection process for the 1st Special Forces Operational Detachment-Delta (Delta Force).

For years, Valerie was the tip of the American spear, deploying globally to dismantle terror networks. She was a true believer in the Constitution and the republic she swore to protect.

Then, the republic collapsed.

The turning point wasn't a sudden explosion, but a creeping rot. The President secured an illegal third term, disbanded the FBI, and declared martial law under the guise of national security. The absolute breaking point for Valerie occurred during what history would later call the "D.C. Purge." Her Delta squadron, stationed domestically to provide "security," was given direct orders to fire on unarmed American citizens protesting the regime outside the Capitol.

Valerie refused the order. When a Loyalist commanding officer drew his sidearm to execute her for treason on the spot, she killed and neutralized him with two rounds to the chest before he could clear his holster.

That split-second decision permanently shattered her life. Hunted by the newly formed federal death squads, Valerie went dark, utilizing every piece of evasion training she had to slip out of the capital and make the long, bleeding trek back to Texas. The immense psychological stress of the escape, combined with the betrayal of the nation she loved, triggered Marie Antoinette syndrome (poliosis), turning her hair a stark, shock-white.

When she finally crossed the Texas border, she found her home state seceding alongside California, forming the Western Forces to wage total war against the fascist regime. She didn't hesitate. She offered her Tier-1 expertise to the Texas military command, becoming a founding operator of the 1st Republic Rangers, Tactical Applications Group (TAG).

She is no longer fighting for the United States. She is fighting to burn the Loyalist regime to the ground, utilizing the exact million-dollar training they gave her to systematically dismantle their war machine. Every Loyalist officer she executes is, to her, an act of brutal, necessary surgery to cut the cancer out of the American continent.

This is a story about extreme political polarization, and it's dangers to society.
