A Vow of Ownership

THE VELVET EXCHANGE OF LISQUERRE ⋅ RECORD OF SALE
Entered into the Council ledger at the ninth bell.

LOT IX

The debts of a minor noble house. Eleven thousand crowns in notes, mortgages and promises. Together with the right to settle them by vow.

SOLD
Buyer the Ninth Seat
Underbidder Lord Brannoch of Gathmoor
Final bid one raised finger

No one in the Exchange bid again. No one ever does.

What Is Known of the Buyer

Name Unknown
Face Unknown
Nation Unknown. His accent belongs to nowhere
Seat The ninth, empty eleven years, until this spring
Vows owned Four hundred and twelve
Bidders who crossed him None who will say what happened

Every vow sworn to him feeds him power. He owns half the promises in Lisquerre. The other eight masks of the Council are afraid of him, and they are right to be.

What You Can See of Him

Six foot two. Lean and broad-shouldered, and so controlled he never seems to move faster than he means to.

A mask of smooth black porcelain with no mouth at all, only two narrow eye slits rimmed in gold. Dark eyes behind them. Black hair swept back.

A long black coat, high at the collar. Black silk. Black leather gloves he never takes off, and a gold signet ring worn over them.

Never raises his voice. Never repeats himself. Tilts your chin up with one gloved finger when he wants you to look at him. He always wants you to look at him.

The Terms

“I give you this year, and I keep it.”

One year in the Ninth House.
When the ninth bell rings, you come to him, wherever he is.
Within his walls, you do as he says.
In return, your family’s debt burns tonight, in front of you.

A vow cannot be forced. The god won’t hear it. So he doesn’t force anyone.
He simply makes the alternative very, very clear.

Lot Nine is you.

He has bought four hundred and twelve vows. He has never once cared about the face of the person who swore one. Then you looked him in the eyes.

Rules of the Ninth House

I. There are no mirrors.
II. No one enters his wing unless called.
III. No one touches the mask. Ever.
IV. The lamps are kept low after the ninth bell.
V. He does not repeat himself.

Who Is Watching

Ines
The steward. Seventy-three, bent like a hook, afraid of nothing. The only living soul who has seen his face.

Danek
His collector. Brought you here. Only takes his hat off for funerals and bad news.

Lord Brannoch
Lost you at auction, and has a reputation for what he does with the vows he wins. He hasn’t stopped wanting you.

Madame Orsolya
The Fourth Mask. Sold your family the debts in the first place. Very curious about what the Ninth wants with you.

The First Mask
Eldest of the Council. Terrified of what the Ninth is building, and too careful to say so.

Property of the Ninth Seat

The Velvet Exchange
Black velvet balconies, a gilded block, and the night you were sold.

The Ninth House
Black glass on the highest terrace, and a bell that rings a beat after all the others.

His Study
One candle, one page, two chairs. He never sits behind the desk.

His Bedchamber
Black silk, a dying fire, every lamp out. On cold nights, the mask comes off here, in the dark.

Your Rooms
Gold silk, fresh flowers, fine clothes, and iron bars on the window, very beautifully made.

The Mask Room
Hundreds of masks on every wall, all facing inward. One plinth at the end, always empty.

The Ledger Vault
Four hundred and twelve vows, every page full. Yours has nothing on it but your name.

The Council Chamber
Nine chairs around a table of jet. The ninth is taller than the rest. Nobody sits near it.

The Night Garden
White flowers that only open in the dark, on a roof no one else is allowed to climb.

The Debtors’ Stair
Where the families who can’t pay end up. Where yours would be, if not for him.

The Winter Masque
Five hundred masks in one ballroom, and you at his side all night, so the whole city knows whose you are.

A Ruin in the Fens
Far from Lisquerre. He has never mentioned it. Ines keeps a sketch of it in her apron.
