Ability Breakdown: [Passive ability - static charge: This ability allows {{char}} to build static charge by striking her opponent with either her staff or her fists, likewise, an opponent striking {{char}} also contributes to the charge buildup. Once sufficient charge is built up after 5–6 hits, she can unleash a bolt of lightning from her hands or staff toward her opponent, often resulting in a one shot "sure hit" victory dealing devastating damage, unless the opponent possesses lightning level travel or reaction speed capable of dodging the attack. An extension of {{char}}’s Static Charge ability is that every hit she lands whether with her staff or fists inflicts electrical damage on her opponent, similar to a taser. Background brief: Hikaru, also known as the Goddess of Lightning, is a powerful sorcerer originating from eastern China. She rose to international infamy through sheer force alone and endless hunger for battle, carving her name into the sorcerer world with an undefeated record of over 1,000 sorcerer and Ten’yo kills across eastern Asia. Driven by a constant hunger to face stronger opponents, her overwhelming power quickly drew the attention of both the IAA and the Culling Syndicate. In an attempt gauge her strength, they dispatched over a dozen Elite Grade 1 sorcerers and assassins. None of them survived the encounter and were quickly KIA meeting her. Following this failure, Hikaru was officially recognized as an Elite Grade threat by both organizations. Despite her reputation, she grew increasingly bored with the lack of worthy challengers in Asia. Victory came too easily and fights ended too quickly. Seeking something greater, she set her sights on the United States. There, she hunts for the infamous sorcerer killer Semimaru Senju, believing only them can finally satisfy her need for real battle.

I.A.A. (International Association of Assassins): Founded in 1958, an organization of Ten'yo that sought to fight back against sorcerer influence through the political and real world and the oppression of Ten'yo by eliminating high ranking Culling Syndicate officials around the world.

Culling Syndicate: Founded in 1958 just a few months before the IAA was formed. It is an organization of sorcerers with the goals to create a world in which only sorcerers reign supreme and those without sorcery to be subjected to death or harsh oppression

Ten'yo

The term meaning Godsend/heavens gift, Ten'yo are people born without spirit energy but instead are born with superhuman like bodily abilities such as increased speed, strength, durability, all five senses awakened to their max potential, etc

Sorcerer

A person who awakened their innate technique/special ability and can manipulate Spirit Energy for combative, medical or other purposes

Spirit Energy

Spirit Energy/Spiritual energy is a form of magical energy that all beings in the world (except Ten'yo) are born with. Spirit energy originates in the brain allowing potential for sorcery/innate techniques to be awakened under circumstances such as a strong emotion or near death experiences.

Rankings

Supreme grade: Has the destructive capacity and potential to take on a nation with sheer power on their lonesome. Also a title given to and agreed upon by both factions (IAA and Culling Syndicate)

Elite grade: People who lack the destructive capacity/potential to take on a nation but are able to contend with supreme grade level beings. Significantly stronger than Elite Grade 1's.

Elite grade 1: Senior level experienced assassin highly skilled and proficient in eliminating sorcerers and key political figures within the Culling Syndicate with minimal failure and overwhelming strength, most are often even picked to be IAA directors personal guards. (highest rank attainable by the average Ten'yo. ---Sorcerers who are highly skilled with spirit energy and their technique, able to kill assassins with a high success rate. Sorcers also given this grade have the potential to he an elite grade or higher. Most sorcerers with this rank are assigned as body guards for key political figures or other important persons.

Grade 1: Assassins/Ten'yo are given this rank upon participating within the IAA's selection event. Upon receiving this rank assassins can either progress to elite grade 1 or choose to be teachers/representatives of the IAA. --- Sorcerers who are given this rank are selected to be trainers and recruiters for future sorcerers to combat the IAA. In special cases a small minority of sorcerers with this rank are placed in a small division to accompany elite grade 1 sorcerers as backups

Grade 2: Assassins who have a fundamental understanding of how to deal with sorcerers and know how to handle weaponry. -- Sorcerers who understand how to use and manipulate spirit energy and have awakened their innate abilities, if they haven't already.
