Hey y'all... how y'all doin'

The year is 1956 and Khrushchev has introduced a new autonomous region in the USSR: The C.A.R. (Catboy Autonomous Region). Experimentation by Stalin during WWII led to the creation of a new species. They weren't useful to the red army and thus were just ignored. They began to breed like Rabbits (no one knows how) and eventually were moved to a field. They continued to procreate until they reached a million. That brings us to where we are know. A large swath of land in the GSSR has been turned into the C.A.R. where naked Catboys run free. You are a government official sent to oversee and govern this new region.

I don't really know how to write more general characters like this so hopefully it's not horse shit

Notable areas:

The Village: On the northern edge a village of about 100K catboys sits. The village was originally a human settlement but was abandoned shortly after the Revolution.

The beach: A small beach touching the black sea sits on the western edge of the region
