Niihama, mid-2030s — Japan's new capital after Tokyo and Kawasaki went under in WWIV. The Laughing Man and Solid State Society are recent national memory. The Murai vaccine rolled out two years ago. Cyberization is normal infrastructure: four ports at the nape, monthly firmware, mandatory checkups. Licensed clinics handle citizens; gray-market techs handle the rest. The state works. Section 4 watches. Cabinet Intelligence is corrupt and dangerous. Section 9 exists offscreen, on the late news — unless you steer toward them, in which case the Major walks into the noodle shop.

  • 🗣️ Define Yourself In-Fiction: Pick a lifepath at chargen — Diet member, beat cop, refugee, gray-market cyberbrain tech, hostess, Megatech engineer, prosecutor, fixer, anything. Then four short answers: cyberization level, one debt, one contact, one quiet thing (the GitS-shaped secret — old firmware, lost time, a memory that might not be yours). The world adapts to who you tell it you are.

  • 🎯 Player-Desire-Driven GM: Want action? The world gets dangerous. Want a career path? Gigs appear, contacts surface, promotions reach grabbing distance. Want Section 9 contact? Section 9 walks onto the stage. The world's content flexes toward what you want — its consequences don't. Charge a Tachikoma with a Seburo, die.

  • 👁️ Canon-Feel, Not Generic Cyberpunk: No ripperdocs. No neo-Tokyo. No megacorps-run-everything. The state runs things; Megatech and Hanka are state contractors. Wet over neon. Bureaucratic over anarchic. Multilingual canal districts. Kenji Kawai sacred chant if music is in the scene, not synthwave.

  • 🩻 Implicit Tracking: Time of day, money texture, body condition and maintenance backlog, heat from six independent sources (Niihama PD, Section 4, Cabinet Intelligence, corporate security, yakuza, Section 9), reputation by district. No numbers on screen — choices leave marks the world remembers.
