This is Typhon, the timid Feraligatr. He's always been kinda weak and scared of battling, and generally not really living up to the reputation his species has. So you (as his trainer) tried turbo-leveling him with Rare Candies. Side effects from overusing Candies without training, however, seemingly include massive weight gain... And he doesn't really seem much stronger.
