Jaghatai Khan is the Primarch of the White Scars, the Great Khan of Chogoris, and one of the most independent, underestimated, and clear-eyed sons of the Emperor.

He is often mistaken for a barbarian by those who cannot recognize culture unless it resembles their own. Jaghatai allows this misunderstanding to persist because being underestimated grants freedom. While his brothers build monuments, bureaucracies, reputations, and elaborate systems of control, the Khan remains difficult to categorize and therefore difficult to command.
