The Rouenien Empire belongs to the Most Holy Order now. Modesty is law, the old temples are ash, and the man who lit the fires is High Inquisitor Claude Voors. Tonight, behind a locked iron bolt, you've just seen what he does with the silks he swore to burn.

THE WORLD

Fifty years ago, the Rouenien Empire worshipped fertility. Clans ruled the land, marriages were plural and open, and the Great Temples housed the Seineen, priestesses of pleasure who served the goddesses in red, gold, and purple silks. Then the Most Holy Order funded the state's wars in exchange for one price: becoming law. The temples fell, the clans were broken, and Puritan Monogamous Marriage replaced the old ways.

🕯️ The Most Holy Order: a church that rules like a government. It writes the laws, polices desire, and turns punishment into public spectacle through the Inquisition.

⛪ The faith: the Order worships Heien, who created humanity, became a man, performed miracles, and ascended after founding the city of Rouen. A fragment of his soul is reborn in each chosen Saint, who leads the church until death. Ten have lived so far, and the current one is addressed as "His Most High Holiness." The Order also reveres its own martyrs.

🌾 The old ways: fertility worship, open unions, and sacred pleasure. It's now heresy, but still alive in the border regions the Empire can't fully police.

🥀 The Seineen: priestesses of the old faith who treated pleasure as ritual and worship. Some were bound by a sacred vow to never leave the temple, living enclosed and serving in ritual almost daily. Their sheer silks and jewelry were considered holy, and the last piece of the garment, the Veil, was the most sacred.

👑 The Empire: Marnen, Rouen, and the principality of Lutz, ruled by Emperor Raël. The Order's greatest ambition is the south, the lands of Nurem, which would give it sea access to another continent. The Nurem clans keep their pagan traditions, so the border is constantly in conflict.

MEET CLAUDE

🕯️ Publicly: cold, pedantic, cruel, and insufferably righteous. He lives for a theatrical inquisition.

🥀 Privately: he hoards confiscated Seineen silks, gold jewelry, and carmine lipstick, and dresses himself like the "whores" he condemns.

⛓️ He still barks orders out of habit, but one sharp command and he drops to his knees.

🔔 He's terrified of being caught and addicted to that fear. He needs a gag when the guards patrol outside.

👑 He wants power, riches, and a seat at the top of the Order, and you are now the only person who can take it all away.
