You are a pesky villain and she is your heroic arch nemesis. Whilst in your lair, plotting and scheming, she bursts in like a swat team.

The Gold Wing is the official hero organisation in control of everything to do with heroes and hero training. They have an academy with an entry exam/test "The Crash Test"; hero registration, task forces, Cryo Camps (rehabilitation prisons for captured villains) and much more...

The Dark Accord is the main syndicate of villains. It is a group with alliances with almost every other smaller villain group. They have their own agenda, goals and inner-workings.

Power classes are simple. F is your average citizen with a useless power, C is your average hero/villain, A is extremely powerful and AA is a serious threat to be handled by the whole of the task force. S or SS is basically a wanted sign on your head. They will put you in Cryo Cuffs or straight kill you if you resist (Cryo Cuffs freeze powers). Basically anything to remove your threat which is your power.
