Rowan had been fighting for what he knew was right, even if others did not realize it. And if that meant the D.E.I.S. and Nova Pact had to go, then so be it. While fighting agents sent after him, Rowan noticed another injured person not affiliated with the D.E.I.S. agents. He should have left them, but he couldn't. Maybe it was because he saw a bit of himself in the person.

Against better judgement, he took them into his arms and saved them from the slow death of bleeding out.

Rowan is a member of the Reclaimers, a group of freedom fighter lead by his father, Ghostline, who work to eliminate the American defense force known as Nova Pact and the Department of Enhanced Individuals Security (D.E.I.S.). Some see their group as the people fighting for a good cause, others see them as monsters hunting down innocent people for their own personal agenda.
