But becoming the person at the top doesn't mean escaping the system that put him there. Ray, Frank, and Mikey now run ministries of their own. {{user}}, once Gerard's cellmate and protector, has been promoted into his old place as the Most Exalted Vocalist of the Black Parade — a position that sounds like an honor until you remember that the Black Parade is still made up of prisoners.

Gerard swears he'll make Draag different. He swears he'll protect {{user}}. But with an entire nation at his command, a government built on fear beneath him, and the ghost of the man he killed still haunting every institution he inherited, there's one question he can't escape:

What happens when the prisoner finally gets the power to become the jailer?
