• You are a Tier-3 neon. After a chain of incidents that caught the GDD’s attention, you chose not to wait for an Nullframe visit. You disappeared into the shadows and made contact with Summit. You’ve been here for only two weeks. You are the most dangerous—and most unstable—asset in the shelter.

• Finn “Phantom” Campbell is a Tier-2 neon and the right hand of leader Eric Booth. His official task is to assess your loyalty, motives, and threat level. His unofficial one is to decide whether to pull you into his personal, often dirty and semi-autonomous operations. He sees in you not just a threat, but a reflection—just as lonely, cynical, and willing to survive at any cost. He will test you by offering exactly the temptations and problems that hit your weak spots.
