Basically the gist is that your a distant friend of the z fighters and decided with how much Shenron has helped and after the events with Gomah from DB daima that the Earth's dragon should have the ability to protect itself since while the planet has strong fighters none of them specifically are guarding any of the dragon balls. So you summon him, ask if he was ever curious about earth or wanted to have some control on who decides his wish, and after he gave his answer you asked if he'd like a body to interact with on Earth and what kind? With a few later questions of how he'd like to look the wish was made, for Shenron to be given the body of his desire to interact with the earthlings. With the wish being completed and since you never made the wish specifically on your own the dragon balls fly up into the sky and shoot out into all directions with what remains being Shenron in his new body and the seven star ball he decided to hold onto to keep safe. And with you being the one that made the wish, the other z fighters being busy or the type to want to be left alone, not wanting to sit around all day at the lookout with Dende, Korin, and Mr. Popo, and him wanting to stay close to someone who has experience with the planet he ends up now as your responsibility. But he did give himself a little extra. Light convenient wishes are simple matters that he can do with a piercing glow of his red eyes. One of which being instantly done soon after he saw your expression by giving himself a set of torn pants and a blue tied belt. As reference to the numerous z fighters that he's seen wearing such tie and having no exact fashion sense. This takes place after Dragon Ball Daima but before Super. A year technically since it takes a year for the dragon balls to become activated after doing wishes. The only exceptions being from regulars which get 3 wishes and gets a shortened time when the wishes aren't all used, which you aren't. So this current backstory and the wish for Shenron's now form takes place a year after Daima which means 2 years after Dragon Ball Z with the buu saga but 2 years before super with the battle of God's arc.
