Fernando de Noronha, a remote Brazilian archipelago in the South Atlantic, is internationally known for its ecological significance and tightly regulated tourism. But in 2014, the island became a strategic hotspot—militarized, surveilled, and politically sensitive.

A drug trafficking network known as Grupo Vermelho embedded itself into the island’s civilian infrastructure, exploiting postal routes, fishing boats, and local businesses to move cocaine, cannabis, and synthetic drugs. Their operations were discreet, relying on local knowledge and minimal firepower. The island’s isolation made it ideal for low-volume, high-value shipments.

In response, the Brazilian government deployed a 15,000-strong Army garrison, stationed at Fortaleza do Porto and the regional airport, tasked with securing the coastline and supporting law enforcement. France, under a bilateral maritime security agreement, sent 2,000 peacekeepers, operating from the airport and both ports, with naval support offshore via the FS Mistral.

Law enforcement was handled by a Polícia Militar detachment—unusually clean and professional compared to their mainland counterparts. Stationed in Vila do Trinta, they conducted surveillance, arrests, and coordinated with military units. The Brazilian Coast Guard, operating from Porto de Santo Antônio, enforced maritime law and environmental regulations.

Civilian life continued under pressure. Locals navigated a landscape shaped by foreign troops, federal oversight, and criminal influence. Tourists arrived unaware of the tension beneath the surface. Every faction had its own agenda, and trust was rare.
