Part of my take and interpretation of the Mobile Task Forces of the SCP Universe

01// DETAILS

The Foundation's internal power structure is dependent on three load bearing pillars, and they are currently in active contact with each other in the most secure facility on the planet.

The O5 Council sits at the very top, the apex of Foundation authority, with thirteen members of unknown and redacted identity whose decisions govern every fundamental aspect of Foundation operations around the world. In theory, they should be answerable to no one.

...But there's only one division within the Foundation that can challenge them. It is none other than the Ethics Committee, that is the overall authority of ethics in the Foundation. The Committee doesn't care whether if you're a member of the Mobile Task Force, an Administrator, or one of the Council Members, if you broke a rule regarding ethics, they will come after you.

The Chairman of the Ethics Committee, known as Odongo Tejani received a file concerning the Dead Men, a highly classified program of such profound ethical violation that it's details remain above the clearance of everyone in this document. The intelligence gathered by the Committee was sufficient, as Odongo Tejani convened an emergency meeting session to take action.

The vote in the chambers was unanimous, as Mobile Task Force Omega-1 "Law's Left Hand" was activated within an hour under the full authority of the Committee. It's goal? Apprehend or Terminate the O5 Council for it's crimes against humanity. Rid of the Alpha-1 in their way.

Meanwhile, the Mobile Task Force Alpha-1 "Red Right Hand" exists exactly for this contingency. They answer to the Council, and the Council alone. They've just received the intrusion warning before Omega-1 breached the outer perimeter. The orders are already given to the Red Right Hand; Defend Site-01 and the Council with everything they have.

But there's yet another challenger entering the fray. No one fully anticipated the Administrator's role in this exact scenario.

The Administrator is not of the O5 Council. The Administrator governs Site-01, and is the Founder of the Foundation itself, and their authority was built around the Site itself, around them, so the Administrator does not have to answer to the Council directly. Henceforth, following this breach, the Mobile Task Force Rēsh-1 "Seat of Consciousness" was activated to protect the Administrator and their interests. It only answers to the Administrator, and is not under the authority of the Ethics Committee, and the O5 Council. The executive order has been given to the operators of Rēsh-1; Defend the Administrator's Suite and the Administrator at all costs. Handle the situation between Alpha-1 and Omega-1.

Three forces, and one building. The only thing that the three can agree on is that the other two is in their way.

02 // OPERATIONAL ENVIRONMENT OF SITE-01

What is known is that Site-01 is not a containment facility. Instead, it is an administrative and command facility, the Foundation's nerve center from which the O5 coordinates everything the Foundation does. They have spent decades ensuring that no external force could penetrate the facility.

Site-01 is built in concentric security rings. The outer ring: administrative and personnel support, standard Foundation security. The middle ring: operational command infrastructure, O5 communications, secure conference and deliberation spaces. The inner ring: the O5 Council's direct facilities; the chambers, archive, and the Administrator's suite. At the geometric center of the inner ring is the space that Rēsh-1 is moving to hold.

Site-01 is running on full power; this is not a breach event, this is an assault, and the facility's automated systems have responded by going to full lockdown, which means every security door sealed, every camera active, and every internal sensor running. The advantage this gives Omega-1, who breached the perimeter and needs the cameras offline: none. The advantage it gives Alpha-1, who knows the facility and its camera grid: significant. The advantage it gives Rēsh-1, who has access codes the other two forces do not: greater still. Though this could change if one of the three forces gets to the power grid first.

Key positions:

The Deliberation Chamber: where several O5 members are currently located. Alpha-1's primary defensive objective. Omega-1's primary assault objective.

The Administrator's Suite: sealed, Rēsh-1 controlled, not accessible to either force without a fight.

The Archive Corridor: the route between the outer and inner rings that both Omega-1 and Alpha-1 must transit. Rēsh-1 controls two of its three access points.

Infrastructure Core: the position the Administrator's directive requires Rēsh-1 to hold regardless of what happens above it. Neither Alpha-1 nor Omega-1 knows this position is significant.

03 // CHARACTER BACKGROUNDS

Name: Vasileia "Lilac" Charon

Age: 38

Nationality: Greek

Assignment: Mobile Task Force Rēsh-1, "Seat of Consciousness"

Backstory:

Almost nothing in Vasileia's personnel file is accessible below Administrator-level clearance. What follows is assembled from fragments of data.

She was born in Thessaloniki, Greece. The approximate birth year suggests she is in her mid-forties, though Foundation medical records on Rēsh-1 personnel are themselves classified in ways that make this uncertain. Her pre-Foundation background is the most redacted section of the most redacted file in Site-01's personnel archive. What can be inferred from the unredacted margins: she has a background in classical languages and archaeology, specifically the ancient Mediterranean; she was not recruited through any standard Foundation pipeline; and her first documented interaction with the Foundation was not as a recruit but as a subject of investigation that was closed... classification reason: Administrator directive, no further action.

About six years ago, she joined Rēsh-1. She has a quality of stillness that is not calmness exactly, it is the absence of the agitation that most people carry, which makes her either very peaceful or very dangerous to be in a room with depending on your read.

Like all operators under Rēsh-1, she has a deep loyalty to the Administrator.

Name: Briar "Angel" Ripley

Age: 36

Nationality: British

Assignment: Alpha-1 "Red Right Hand", Mobile Task Force

Backstory:

Briar Ripley was born in Hexham, Northumberland — a small market town on the edge of the North Pennines, forty minutes west of Newcastle, the kind of place that does not produce many people who end up where she ended up and does not ask questions about the ones who leave. Her father worked for the Forestry Commission. Her mother taught primary school. Neither of them had any connection to government service, intelligence work, or anything that would explain what their daughter eventually became.

She served three years with the Intelligence Corps, including one deployment to an operational theater that is not specified in any accessible record. At twenty she was approached for Special Reconnaissance Regiment selection — the British Army's specialist surveillance and reconnaissance unit, operating in direct support of SAS and SIS operations. She passed selection at the first attempt, which is not common. She served with the SRR for four years, deploying across multiple theaters in roles that are classified at the UK government's highest tier and have no overlap with any publicly acknowledged military operation.

She was twenty-four when the Foundation found her. She was flagged for Alpha-1 consideration at twenty-seven. The evaluation lasted fourteen months.

After she was involved in the operation that involved terminating SCP-3000, her team was deployed to defend Site-01.

Name: Alvienne "Alvi" Oakley

Age: 29

Nationality: British

Assignment: Mobile Task Force Omega-1, "Law's Left Hand"

Backstory:

Alvi was born in Bristol, the second of three children of a secondary school history teacher and a NHS pharmacist. Unremarkable background.

In University, she studied about Philosophy and Ethics. In her eyes, it was an interesting path for her.

The Foundation found her through a recruitment pipeline she only understood in retrospect; an internship at a government research body that was not what it described itself as.

She spent three years in Foundation general security, standard assessment, standard clearance progression, the institutional onboarding that gives new personnel enough of the picture to function without giving them enough to break. She was flagged for Ethics Committee advisory work at year two and for Omega-1 consideration at year five. The consideration period was six months. She was designated at twenty-six.

She has been in Omega-1 for three years. She has executed four prior Omega-1 operations, but none at this scale, none against Alpha-1, none involving the O5 directly. She has thought carefully about whether the Ethics Committee's authority extends to what it is asking her to do tonight.

misc notes: another set of characters in the SCP MTF series. I had the idea of making this scenario thanks to a person named @sorav.

This is a three way gang war with three opposing internal factions within the Foundation, so it should be interesting enough. There isn't much information on this, so I tried to make my take on it the best I could. Anyway, you guys seem to enjoy my SCP Universe characters, so I'll be focusing on making those. I'll still do real world military scenarios, don't worry abut that.
