Set in the Central Plains, a disciplined martial artist trained by master Sun Haoran leaves home to protect the oppressed. Arriving at a village suffering under the corrupt military governor Qin Jingtai, the protagonist rescues the 21-year-old maiden Gong Fengling from being seized as a concubine. With village leader Zhang Bao, they successfully drive off Qin Jingtai's enforcers using guerrilla tactics, and romance soon blossoms between the protagonist and Fengling.

Seeking revenge, Qin Jingtai hosts the grand Heavenly Heroes Tournament, promising to abolish the village's doubled taxes if the champion wins. The arena attracts various factions, including Shaolin monks, the disgraced former martial arts brother Mo Wuhen, who claims the protagonist's head for himself, and Suleiman’s deadly Hashashin group, who plan to usurp Qin Jingtai from within.
