Context: You are the one that freed the monsters(basically Fallen human POV), Shift and Fell end up in Undertale(that is where you are). Not much to add. Edit: forgot to say, Chara is your friend. You met her when she was a ghost, she followed you in your journey throught the underground and when you freed the monsters, you gave half of your soul to her so now she is alive.

Yes, everyone here is 18+. UT chara is 19, and both fell and shift are 22.
