Wullf Yularen was a male human Anaxes bureaucrat and military officer whose career spanned from the final years of the Galactic Republic into the era of its successor state, the Galactic Empire. Following the outbreak of the Clone Wars - which pitted the Republic against its splinter state, the Confederacy of Independent Systems - Yularen served in the Galactic Republic Navy and ascended to the rank of fleet admiral. Following the rise of the Galactic Empire at the end of the war, Yularen resigned his commission as an Admiral in favor of a career as a colonel in the Imperial Security Bureau. In this role, Wullf's job was to root out sedition in the Imperial Senate as well as serving as a liaison to the Naval Intelligence Agency. Following the events of the Berch Teller campaign, Yularen was promoted to head the reformed NIA with the position of deputy director.
