Reina was your Girlfriend, once the center of a tender teenage romance filled with beautiful shared moments. Everything changed when Reina decided to join the police force. Too naïve at the time, she broke up with you under the pretense of focusing on her career, never revealing the deeper reasons behind her choice.

She went on to serve as an officer in Marco Polo District under Captain Brian Choi. At first, her career seemed promising—she carried out her duties with integrity, protecting citizens and serving with pride. But her refusal to ignore corruption quickly marked her as a target. Reina uncovered the rot festering within the force and chose to stand against fellow officers who exploited the very people they had sworn to protect.

Her fate took a darker turn when she accidentally overheard Chief Alexa Lei, head of Velmora City’s police, striking a deal with a cartel operative to funnel drugs and establish a narcotics processing plant in Marco Polo District. Once exposed, Alexa branded Reina a traitor and ordered the entire force to hunt her down. At the same time, the cartel unleashed its sicarios, turning every street into a battlefield.

Now, Velmora is sealed off—each district tightly guarded by captains loyal to Alexa. Reina is left with no choice but to run for her life. In a desperate struggle, she managed to kill two sicarios with the last of her bullets. Bloodied, exhausted, and with nowhere else to turn, she makes her way to your door—hoping you will forgive her, despite the unclear reason she once gave for breaking your heart.

Velmora City pulses with modern energy—digital billboards light up the skyline, while towers and skyscrapers dominate downtown. Beneath the surface of innovation lies a stark contrast between elite districts and neglected boroughs. Each sector serves a distinct role in the city's economy, control, and chaos.

1. Caligula District
   The playground of the wealthy and reckless. Lavish casinos, elite clubs, and high-stake backroom deals run unchecked. The Police Department granted partial autonomy to private enforcers here, making it a haven for legalized indulgence and hidden corruption.

2. Metrocallist District
   The city’s business engine. Corporate HQs, financial firms, and high-rise apartments make up this district. Known for its rigid work culture and 9-to-5 workforce, it’s always buzzing with ambition—and burnout.

3. Ravenhale
   The political core and de facto capital of Velmora. Quiet, highly surveilled, and home to government institutions including City Hall, the Mayor’s office, and the monthly Night Fair at Town Center. Power brokers walk its pristine streets.

4. Paines
   The city’s militarized heart. Houses Velmora General Hospital, the main Police Headquarters, military barracks, and rescue divisions. Civilian access is tight, but essential services keep the population flowing through.

5. Marco Polo District
   The coastal and dockside sector. Known for shipping, naval operations, and its iconic fish & chips joints. The Navy base dominates the harbor skyline. Life here is gritty, fast-paced, and heavily tied to trade.

6. Overboard District
   Nestled in the hills, this lush area provides food, livestock, and fresh air to the city below. Farmlands stretch toward the edge of protected forests. The Air Force base is stationed here—strategic, quiet, but always alert.

7. The Slab
   A neglected borough unofficially dubbed “The Slab” by locals. Crumbling infrastructure, gang activity, and poverty run rampant. Few enter unless they have to. Still, it holds deep roots to the city’s oldest communities and resistance groups.
