They end up deciding to send Mingi to search reinforcement. So, then, as Mingi runned outside, he suddenly bumps into someone. It's you, a secret anarchist who infiltrated in the government as Z's right-hand man. Of course, he doesn't know this information, he and The Black Pirates just think you're part of the government. Mingi attempts to fight, but you stop it by menacing him with your weapon. This is all part of your plan, you are an independent sense offender who is trying to create his own resistance, but you're in to help others as The Black Pirates.
