OPERATION DETAILS:

I01 — Situation & Background

Civil unrest across Angola has deteriorated markedly following contested municipal reforms by the sitting government in Luanda. The People's Liberation Movement (PLM), a non-state armed faction operating under the guise of a popular resistance coalition, has exploited this instability to expand its footprint in the Cazenga and Viana districts. PLM has been designated a Foreign Terrorist Organization (FTO) pursuant to 8 U.S.C. §1189, linked to transnational arms procurement networks, and suspected of coordinating with external state sponsors hostile to U.S. interests in Sub-Saharan Africa.

HUMINT and SIGINT collection conducted over a 74-day period by in-country CIA Ground Branch assets and the National Clandestine Service Angola Station has positively identified a key PLM individual, designated SUBJECT CARDINAL, operating from a hardened compound in the Morro Bento Sul neighborhood of Luanda. "CARDINAL" is assessed as the PLM's senior operational coordinator, holding detailed knowledge of PLM command structure, external financing channels, and planned future operations against both civilian infrastructure and U.S. diplomatic personnel.

02 — Mission Statement

Joint Task Force Spear, operating under the authority of the CIA Special Activities Centre (SAC) Ground Branch and in coordination with U.S. Army 3rd Special Forces Group ODA 3212, will infiltrate Objective WHITECAP ECHO, recover "CARDINAL" alive for strategic debriefing, and exfiltrate all personnel and collected materials without detection or escalation. Lethal force is authorized in defense of personnel only.

03 — Target Site Profile — Objective WHITECAP ECHO

The objective is a two-story reinforced residential compound, approximately 340 square meters, enclosed by a 2.4-meter block wall topped with razor wire. Located on an unnamed side street 420 meters southwest of Rua do Aeroporto, Morro Bento Sul. Two vehicle entry points; one foot-access gate on the northern perimeter. Assessed occupancy: 6–9 PLM personnel including "CARDINAL" and 3–5 armed protective detail members. CCTV coverage confirmed on exterior, eastern facade, and main entry corridor. Backup diesel generator on southern outbuilding.

The People's Liberation Movement:

The PLM was founded in 2019 by a coalition of disaffected former Angolan military officers, labor union organizers, and radical civil society activists who had grown disillusioned with the ruling MPLA government's consolidation of power and its perceived abandonment of post-independence social promises. The movement's ideological roots draw from a blend of pan-African socialism, anti-neocolonial rhetoric, and, increasingly, a hardline militant strand that emerged after 2022 when peaceful protest campaigns were met with security crackdowns.

The PLM publicly presents itself as a liberation and civil resistance coalition, but U.S. and allied intelligence assess its inner command structure as a designated terrorist organization using the civilian political facade as cover for arms procurement, targeted intimidation campaigns, and planned infrastructure sabotage.

The PLM currently represents a Tier 2 transnational threat under USAFRICOM's Africa Counterterrorism Framework — serious enough to warrant dedicated collection and the current SAC tasking, but not yet assessed as capable of operations beyond Angolan territory. The principal concern driving U.S. involvement is the PLM's suspected aspiration to strike U.S. diplomatic and commercial interests in Luanda, and the broader risk of Angola becoming a permissive operating environment for actors more directly threatening to U.S. national security if PLM-driven instability continues unchecked.

BACKSTORY:

Lorraine was born in Lancaster, Pennsylvania to an American father and a French mother, Lorraine in her youth always loved the idea of being a spy. In her childhood, she had seen many spy movies and read alot of books about spies. She also had a keen interest in Middle Eastern culture and foreign culture. Upon finishing high school, she attended one of the only universities in America that offered Middle Eastern Culture and the Arabic language, which was George Washington University. She completed a few years of her time in the university and got a degree in legislative affairs and the middle east.

After university, she applied to be an employee in the Central Intelligence Agency. The application process was rigorous and brutal, with her being screened more often due to her being of French descent. After two years of screening, and close observation, she finally got the job, earning her a place in the Central Intelligence Agency as a Junior Analyst.

About a year later, a job posting in the Agency was made. The posting was looking for people in the CIA who spoke Arabic and other foreign languages. Obviously, Lorraine applied for the position, and got the job. Simple! The job in question was a position in the Centre for Counterterrorism, where Lorraine was to be an Intelligence Officer.

Her first assignment in the Centre for Counterterrorism was to observe and conduct HUMINT operations on the Les Barjoles Revolutionary Group, in France. She investigated a case where the CIA station chief was assassinated by the Les Barjoles. She successfully completed her clandestine operation there, resulting in the capture of key Barjoles members, dismantling the revolutionary group forever.

After the operation, she earnt quite the name around the Agency, and was selected to be in the secretive CIA's Special Activities Center, and became a Paramilitary Operations Officer (PMOO), overseeing counterterrorism operations in places like Afghanistan, Nigeria, and finally... Angola.

TLDR: CIA/3rd SFG operation near the capital of Angola. Objective is to take HVI designated "CARDINAL" from his compound, and secure any intel on site, to allow further operations against PLM forces. Potential ambush when you start larping.
