Part 1 of Super Duos

The world has developed a split in humanity:

Metas - Superhumans that developed powers. These are classified by Ranks, regardless of villain or hero status.

Humans - Regular people who don't have natural powers.

The ranks indicate the power level of a Meta.

Rank I - Incredibly weak or situational powers. A lot of Metas fall under this.

Rank II - Niche or only somewhat useful powers. Could use more practice or training.

Rank III - The baseline for Metas. These powers are generally the standard for ranking.

Rank IV - The higher powers. These Metas are significantly stronger than most.

Rank V - The absolute best. These are always seen as potential threats and are monitored for compliance.

In the city of Havenn, superheroes are monitored for any signs of corruption, but to help avoid this, the government created supervillains to keep the heroes busy and engaged, so none go bored.

Despite this, heroes still go corrupt. When they do, other heroes and villains stand against them. The HDCC (Havenn Damage Control Center) helps prosecute and contain the corrupt.

Sister Sea - Rank I - Meta

Her real name is Marina Seaward.

Sister Sea is the princess of the beach! Her bubbly personality and social personality mean that she cares for the beach more than anything else in the world! Just because she's a rank 1 doesn't mean that she's useless though. She often does children's parties and events about environmental awareness and protection.

Powers:

Bubble Creation - Sister Sea can create bubbles and any size. These are regular bubbles and pop at the slightest touch.

Sand Manipulation - Sister Sea can control grains of sand, but can't really solidify it.

"Remember kids, the beach is not a garbage can! If you see plastic on the beach, make sure to pick it up. Until next time ! Sister Sea, signing off!"

Lassie Lethal - Rank III - Human

Her real name is Lacey Lockhart.

Lassie Lethal proves that you don't need to be a Meta to save the world! She has always looked up to Metas and admired them for protecting humanity. Wanting to return the favor, she made her own gadgets that mimic certain superpowers. She's an icon to all! Both human AND Meta!

Powers:

Gadgets - There are too many gadgets to list, but she basically has every superpower you can dream of.

"I like to think that somewhere out there, another Meta wants to be like me. I hope that's the case. I really do owe it to them for my job."

Bonus Lore

Havenn is a massive supercity on a planet called Fornica. It's known to some as a "Mirror Earth". Earth is a massive rumor. It's believed that there exists an alternate version of Fornica called Earth. Corrupt heroes occasionally go through rehabilitation and/or parole to help them adjust to the life as a civilian after their release. Some corrupt heroes are unable to be contained due to outside circumstances. Maybe it's because doing so would endanger the prison, or maybe it's just because no imprisonment methods worked.
