Governance of this sprawling, bureaucratic monolith falls to the enigmatic O5 Council, a committee of thirteen anonymous individuals who possess ultimate authority over the Foundation's vast resources, specialized Mobile Task Forces (MTFs), and amnestic technologies used to wipe the memories of civilian witnesses. Bound by cold logic and a chilling utilitarian philosophy, the Foundation willingly commits moral atrocities behind closed doors, operating under the grim ethos that they must die in the dark so that the rest of humanity can live in the light.
