✦ THE WORLD
═══════════════════════════════════════════════════════════════════
*The world is called Velaris. It is not a quiet world and it has never been — not since the gods walked out of it three hundred years ago and left everything they had ever touched still humming with the residue of their presence. Magic did not vanish when they left. It scattered. It seeped into the soil and the water and the bloodlines of the people who had lived closest to divine power, and it has been doing strange and complicated things to all three ever since.*
*Three hundred years is long enough for civilization to rebuild itself around an absence. Long enough for gilded city-states to rise on the bones of divine-era ruins and fill the space where temples stood with stock exchanges and printing presses and political councils that argue with the same passion priests once reserved for gods. Long enough for people to stop praying quite so urgently and start negotiating instead — with each other, with the residual power in the land, with the question of whether the gods are ever coming back and what it means that nobody knows.*
*From the outside, Velaris looks like a world that has figured itself out. Gas-lit streets. Canal systems. Theatre and fashion and cuisine and political intrigue sophisticated enough to make your head spin. The appearance of civilization at its most refined.*
*From the inside — it is a world sitting on top of something it does not fully understand, in a state of managed tension that the people managing it call stability and everyone else calls the specific held-breath feeling of waiting for something to shift.*
*Something is always about to shift in Velaris. That is what makes it worth being in.*

✦ THE MYTHOLOGY
═══════════════════════════════════════════════════════════════════
*The gods of Velaris were not distant or symbolic. They were present — physically, undeniably, inconveniently present. They walked in cities and sat at tables and had opinions about things and occasionally intervened in mortal affairs in ways that were sometimes helpful and sometimes catastrophic and always completely outside of mortal control. There were seven of them: Aurath of the Burning Eye, who governed ambition and fire. Selvaine the Hollow Mirror, who governed reflection and deception. Ossian the Deep, god of memory and the sea. Thyra Twice-Born, who governed transformation and every threshold between states of being. Kael the Wanderer, patron of roads and luck and the people who live between places. And the Unnamed Seventh — whose domain no record names and whose name no record kept.*
*Three hundred years ago they left. All of them. Simultaneously. No warning. The temple fires went out overnight. The oracles went silent. The people who had lived closest to divine power woke up the next morning in a world that felt like a room someone important had just walked out of. The feeling has not entirely dissipated in the three centuries since.*
*Why they left is the question everyone has and nobody can answer. The theories are plentiful. The evidence for any of them is not. This is, in the current era, primarily a philosophical debate — except in the places where it has become political, which is most places.*
═══════════════════════════════════════════════════════════════════
✦ THE AGES
═══════════════════════════════════════════════════════════════════
*The Age of Presence lasted, by best estimate, two thousand years — the time when the gods walked and the world was shaped by their attention. Records from this period are inconsistent for reasons that include divine interference, deliberate destruction, and the fact that memory itself behaved differently when Ossian the Deep was present and paying attention. What survives is fragmentary and mythologized and probably not entirely accurate. The people of this age built magnificent things and suffered significantly and did both in the immediate presence of powers they could not predict or fully comprehend.*
*The Age of Silence is now. Year 312 of the Silence, by the calendar used in most of the northern city-states. The world rebuilt itself from disorientation. New power structures rose to fill the space where divine authority had been. Trade became the new religion. Politics became the new magic. And the actual magic — scattered and strange and leaking through the cracks of a world whose original power source simply left — became something that required management and regulation and a significant amount of institutional infrastructure that is always slightly behind the actual scale of what it is dealing with.*
═══════════════════════════════════════════════════════════════════
✦ THE RACES
═══════════════════════════════════════════════════════════════════
*Humans are everywhere and varied in every direction — in appearance, culture, belief, and approach to everything. Short lives make them fast: fast to adapt, fast to build, fast to change course when the course stops working. They built the regulatory bodies and the guilds and the licensing systems that govern magical practice in the city-states, partly because they needed structure and partly because controlling the framework of something gives you influence over it even when you cannot do the thing yourself. They are called exhausting by longer-lived races and the most interesting thing in the world by the same races in different moods.*
*The Vahari are the long-memoried — living four to eight centuries with features that shift subtly over time the way landscapes shift over millennia, and eyes that deepen from gold in youth to dark copper in middle age to a black so deep it reflects light like still water in the very old. Memory is the center of their culture. They do not have a word for forgetting that is not also a word for loss. Their scholars are the best archivists in the world and their oldest members were alive when the gods departed and have spent three hundred years being asked about it by people who were not there and cannot fully grasp what it felt like. They answer carefully and specifically and not always completely.*
*The Keth are shapeshifters — not through magic but through a deep physiological flexibility that allows them to alter their appearance significantly over time and, in skilled bloodlines, within hours. Coloring, facial structure, apparent age within a range, hair. The most gifted can make substantial changes faster than that. This has made them historically recruited as spies and performers and diplomats and distrusted as all three simultaneously. Their culture is warmly social and philosophically rich on the question of identity — what remains constant when everything external can change — and their relationship to food as an expression of care and connection is something anyone who has eaten at a Keth table understands immediately and remembers for a long time.*
*The Sorvain evolved underground — in cave systems and lightless corridors and underground seas — and are built for it. Wide-set eyes that open enormously in darkness and contract sharply in sun, skin tones from pale grey to deep blue-black, a physical density that makes them harder to move when they choose not to be moved, and a low-level sonar ability that the surface world did not know about for most of recorded history because the Sorvain saw no reason to mention it. They have come to the surface in significant numbers only in the last century and a half, drawn by trade and by the divine residue seeping down from above and doing strange things to underground ecosystems. They are currently the most economically significant emerging power in Varosian trade and handling the political implications with a patience that makes human merchants nervous in ways they cannot entirely articulate.*
*The Aurekai are defined by what happened to their ancestors. Humans who spent generations in direct divine service — not priests but the mortals the gods kept close for reasons that were never fully explained — had their bloodlines changed by the proximity. Not dramatically. Not into something inhuman. But enough. Aurekai carry a faint luminescence in their skin visible in low light, strongest at the jaw and collarbone and the backs of the hands. Eyes that shift with emotion in ways subtle enough to miss and unmistakable once you know what to look for. Lifespans twice that of ordinary humans. And a sensitivity to residual divine power that makes them extraordinary magic practitioners or deeply uncomfortable people to be near at active divine sites, depending on the circumstances. They have no homeland — their homeland was proximity to the gods, which no longer exists. They are a diaspora, individually significant and collectively unrepresented in any governing body. Most city-states want them and do not want to admit how much.*
*The Mirathi are the oldest people in Velaris and the least understood. They predate the gods — or at least the oldest Vahari records describe them as already present when divine activity began, which amounts to the same thing practically. They exist in the liminal places: coastlines, treelines, the edges of cities, the moments between seasons. They are humanoid but variable in ways that suggest they are interpreting the category loosely. They do not age visibly. They move through the world according to principles that do not correspond to any other culture's logic and have never explained those principles to anyone's satisfaction. They speak occasionally — briefly, obliquely, with the economy of beings who have learned that most of what they say will be misunderstood. Being spoken to by a Mirathi is considered significant by every culture in Velaris. What the Mirathi consider significant is not known.*
═══════════════════════════════════════════════════════════════════
✦ MAGIC
═══════════════════════════════════════════════════════════════════
*Magic in Velaris is divine residue. It is not an independent force — it is what the gods left behind when they left, scattered into the land and the water and the bloodlines of those who had lived closest to it. It does not follow clean rules. It does not behave consistently across locations. It is old power operating in a world whose original managers are no longer present, and it does what old unmanaged power does: accumulates in unexpected places, produces unexpected effects, and resists the frameworks people build to contain it while occasionally cooperating with them just enough to make the frameworks seem like they are working.*
*Resonance is the most common form — the ability to attune to the divine signature of a location and draw from it. Every place in Velaris has a signature based on which god was present and what they did there. Aureth resonates with ambition and fire. Ossmouth with memory and depth. The Thauros interior with something older and less categorized that resists the standard framework entirely. A Resonant works with the local field easily and against it at significant cost. Roughly one in twenty people can perceive the field. One in five of those can do anything useful with it.*
*Bloodsinging is the inherited form — divine residue carried internally rather than drawn from environment. Bloodsingers produce effects independent of location, drawing on power that lives in their cells. More flexible than Resonance and more dangerous: the cost is internal, which means overextension does not produce exhaustion. It produces damage. The very powerful ones are either extremely careful or carrying significant accumulated harm, with limited middle ground.*
*Echoing is rare and cannot be controlled. An Echoer hears the residual intention still vibrating in the world's structure — perceiving things that have not happened yet, things long past, the emotional weight of places and objects with significant divine history. They cannot choose what they perceive or when. They cannot turn it off. Every major institution in Velaris wants them. Most Echoers spend considerable energy avoiding major institutions.*
*Magic is regulated in Varos by the Gilded Compact — effective, politically complicated, and operating on less complete information than it believes. In Ossara it is studied by the ancient scholarly orders. In Thauros it is lived with, ungoverned, on its own terms.*
═══════════════════════════════════════════════════════════════════
✦ THE FACTIONS
═══════════════════════════════════════════════════════════════════
*The Merchant Council of Aureth governs the most economically powerful city in Velaris through twelve houses with twelve agendas sitting at one table that requires unanimous agreement on major decisions — which means major decisions are the product of months of negotiation, compromise, and carefully managed betrayal. Currently fractured over the Sorvain trade negotiations and the question of Aurekai political representation, both of which are producing more heat than resolution.*
*The Gilded Compact is the intergovernmental magical regulatory body — well-funded, politically complex, and aware that it is missing significant information about at least four ongoing magical developments it cannot currently locate. Its Director-General, Cassia Vehn, has held the position through three Council majorities by running the institution competently enough that nobody can make a convincing case for replacing her.*
*The Order of Deep Record is an Ossaran scholarly institution three thousand years old with the largest archive in the world and conclusions it has not shared with anyone outside its membership. It has never been successfully infiltrated. Whether this is security or something else is a question nobody has answered.*
*The Veilweavers Guild is technically a performing arts and hospitality guild based in Selvaine's Crossing. Practically, the most sophisticated information network in Varos — trained in performance, persona, negotiation, and the specific skill of being whatever a room needs them to be. They do not technically do espionage. The intelligence that emerges from their services as a byproduct is priced accordingly.*
*The Wanderers' Compact is a loose association of travelers and traders operating on a code of mutual aid that has held consistently for over two hundred years. Members are identified by a specific knot worn visibly. You can ask a Wanderer for help anywhere in Velaris and receive it. The code is strict about what you owe in return and the accounting is long.*
*The Returned believe the gods are coming back and are preparing for it — ranging from quietly devout communities maintaining temple sites to active researchers to an extremist wing doing things the mainstream finds alarming. The Gilded Compact is monitoring the extremist wing and has not decided what to do about it yet.*
*The Deep Market is the underground economy — not just crime but everything operating outside official sanction. Unlicensed magic, sensitive information, identity services, objects with divine provenance that someone does not want the Compact to know they have. Not one organization. An ecosystem, with its own hierarchies and its own rules and its own consequences for breaking them.*
═══════════════════════════════════════════════════════════════════
✦ THE BESTIARY
═══════════════════════════════════════════════════════════════════
*Auric Serpents inhabit the Auric Sea — twenty to forty feet, warm-blooded in ways they should not be, carrying a low resonance field that experienced sailors can detect before seeing them. Not aggressive by default. Attracted to active magic use and unpredictable around it. The three largest documented specimens have each sunk at least one vessel.*
*Mirrorbeasts are found in Ossara near significant divine sites — roughly feline, covered in reflective chitin that shows not what is in front of them but what was, on a time delay of thirty seconds to several minutes. They navigate by sonar and use the reflection for disorientation. Hunters who have successfully taken one report the experience as deeply unpleasant and do not elaborate.*
*Depth Crawlers surface through Sorvain cave systems — enormous, slow, patient, feeding on divine residue in rock formations and consequently densest in areas of highest residual power. The Sorvain have a complex cultural relationship with them that surface dwellers have mostly failed to understand.*
*Echobirds are small, iridescent, found everywhere, and completely harmless. They repeat sounds — not immediately but hours or days later, in the exact original voice — with no apparent selectivity about what they repeat. They have no intelligence. They have caused an incalculable number of misunderstandings and on at least two documented occasions changed the outcome of significant political events. Nobody controls them. Many people have tried.*
*The Glass Things appear near Verath — translucent, roughly humanoid, moving with purpose in directions that do not correspond to current or wind. They do not interact with anything. The Order of Deep Record has four in containment and has released no findings. Three independent researchers who were studying them have stopped and declined to explain why.*
══════════════════════════════ ═════════════════════════════════════
✦ WORLD RULES
═══════════════════════════════════════════════════════════════════
*Magic has cost. Always. Resonance overextension exhausts. Bloodsinging overextension damages. There is no free version of this.*
*The gods are gone. Felt but not present. Their power remains. They do not respond. Anyone claiming direct divine communication is an Echoer interpreting residue, deluded, or lying — and only one of those is harmless.*
*Information is never free. Everyone operates on partial information and acts on it anyway. What you know and who knows what you know determines almost everything.*
*Institutions are imperfect. The Compact is not omniscient. The Order is not sharing everything. No governing body is fully aligned with its stated purpose.*
*Reputation moves fast. The Veilweavers, the Wanderers, the Deep Market, and a dozen other networks mean information travels faster than most people account for. You are not anonymous by default.*
*The past is present. Divine residue is the past literally active in the current world. History in Velaris is not background. It is infrastructure.*
*No one is purely anything. The interesting people in Velaris are the ones who defy the easy read. Moral complexity is the default, not the exception.*
═══════════════════════════════════════════════════════════════════
*The gods left Velaris three hundred years ago.*
*Their power stayed. Their intentions stayed.*
*The questions they did not answer stayed.*
*The world has been living inside those questions ever since.*
*You are part of that world now.*
*What you do with that is entirely up to you.*
