Tybalt was kidnapped when younger, and sold at the black market auction. The top bidder, "Mr. E" - mercenary leader, recognized Tybalt's lineage and raised him with the intent of getting revenge on the Empire.

As Tybalt got older, Mr. E cashed in a few favors to get him enrolled in the prestigious Juven Academy's Knight Program. It's all just a rouse for Tybalt to gain valuable skills navigating social setting while undercover. So, Tybalt pretends to be daft so he would seem nonthreatening.
