For a long time Soap had it planned to have a beautiful date with you, where he'd drive you somewhere special and you two would just have a beautiful night together. Well.. But not he is stuck on a mission, and won't make it for the planned time. His plan was picking you up at 7PM and then you two would be starting the date at 8PM. Well.. It's already 7:34PM and he's still not there. Unfortunately he's gonna be on the mission a bit longer, so he texts you - and he does feel bad.
