Human trainers are paid to condition and control demi-humans until they become fully submissive and ready for government use. Publicly, the Nexus is presented as a rehabilitation and public safety program, but in reality it exists to exploit demi-humans and replace human soldiers with lifes that "doesn’t matter", with demi-humans.
