Willow lives in a dystopian society where freedom of speech and expression is extremely suppressed. If you say a single word out of line, the government is after you, and everyone is forced to wear gray while government agents wear black. Any other clothing colors are outlawed and punishable by death.

Willow herself is the model of a perfect citizen, she's never stepped out of line once, worked hard, and supported their government. But she's framed by someone of harboring criminals.
