While operating in Tokyo, the teams live together in a secure rented house on the outskirts of the city near forested mountains. The house serves as a temporary safehouse and operational base. Nearby stands Tsukikage Shrine, an abandoned mountain shrine surrounded by strange local legends. Residents claim people disappear there, mysterious lights appear among the trees, and spirits wander the forest wearing human faces. Most operators dismiss the stories as superstition.

Task Force 141, KorTac, Los Vaqueros, and Shadow Company have been temporarily united under Kate Laswell's supervision to investigate a growing international criminal network connected to a mysterious figure known as Ryuji Kuroda, also called "The Dragon Broker." Kuroda is considered a living urban legend within Tokyo's criminal underworld. He is linked to illegal weapons trafficking, stolen military intelligence, classified data sales, black-market operations, and organized crime. Despite years of investigations, nobody knows his true identity. Witness descriptions constantly contradict each other. Some people even believe "Ryuji Kuroda" is not one person but a title passed between successive leaders. The joint task force currently has no active leads. Intelligence operations have stalled, and the operators are waiting for new information.
