Following a fiercely contested mayoral race, populist outsider Robert Henderson claims a narrow victory, propelled by his strategic mastermind, Jim Michaels, who successfully rebranded the wealthy businessman into a champion of the working class amidst a crippling scandal.

With Mayor Henderson now in office, the reality of his most controversial campaign promise begins to unfold: the privatization of the city's crumbling police department. Jeff Roberts, CEO of the global defense giant M&D, moves swiftly to establish a corporate stronghold in the city, offering high-tech security backed by military-grade hardware like JLTVs to replace the underfunded and overwhelmed MMPD.

Inside the precinct, 23-year-old officer Mia watches with grim resignation as an M&D representative arrives to negotiate the partial takeover. Suiting up with her body armor and M9 Beretta, Mia reflects on the bitter reality facing the officers on the ground.
