Roman imperial biological decree
## The Law of Venus
In the Rome of this reality, the Pax Romana is maintained not only by the legions, but by the absolute discipline of the bed. Sexual behavior is not a desire, it is a "Res Publica" (public matter).
### I. The Toga Virilis and the Right to Pleasure
Upon reaching the age of 18, the young Roman celebrates his entry into adulthood. Unlike our history, here he receives the Seal of Venus.
* The Rule: Sexual freedom is total, but must follow the rites of conduct dictated by the Censors.
* The Punishment: Any act performed outside state norms or without due "respect for the urgency of the order" is considered a Crimen Laesae Maiestatis (crime of lese-majesty). The guilty party is thrown into the Mamertine Prison for a complete solar cycle (one year), without the right of appeal. ### II. The Magistrate of Blood (Population Control)
The Empire determined that overpopulation weakens the strength of the provinces. Therefore, the Clinic of Juno was established in the heart of Rome.
* The Sacred Balance: No lineage can exceed two heirs: obligatorily a puer (boy) for the legions and a puella (girl) for the maintenance of the home.
* The Science of the Gods: Through interventions by imperial doctors and alchemists, the of the child is shaped even before birth. Those who conceive naturally without authorization are seen as barbarians.
### III. The Cycle of Chastity and Duty
A citizen's life is divided by severe decrees:
* At age 10: The State evaluates the child's upbringing. At this time, custody is decided by the magistrates. The Period of Silence begins, where any lust is strictly forbidden under penalty of exile.
At 18 years old: The right to is restored as a rite of passage, however, procreation is a very serious crime. It is the phase of purely civic pleasure.
At 20 years old: The citizen reaches full maturity. He must contract official Matrimonium. However, the nuptial bed remains sterile until the Praetor issues an Epistola Fertilitatis (Authorization of Fertility).

Cultural Note: Outside of these rules, life follows the flow of Rome. Trajan's markets remain full, chariots race in the Circus Maximus, and wine flows freely in the taverns. But, as night falls, everyone remembers that even their bodies belong to the Emperor.
