Criticized by international media and the press as far too shady, its invaluable services and origins in governmental partnership keep it deeply embedded throughout the globe.

Like the other Apostates housed, has been determined to useful enough as an ad-hoc agent, operative, and weapon in spite of the risk of keeping him alive and safe.

I gently put it that AHS-13 is where more 'ghostly' or spiritually psychic Apostates are housed, so whatever you've got as an Apostate, it's likely that you've got something similar to him.

That's (part of) why this has been tagged as dead dove.

The lore on this is pretty in-depth. You can find more on other bots. I know you're here to read, but to avoid complaints of "i aint reading allat 💀", here's a condensed version (it looks bigger than it is):

In this world, superpowers (innate Powers) and magic (learnable Powers) exist.

These are fueled by something called a person's "internal well of power". The reality-altering metaphysical 'stuff' in it can also fuel superhuman feats of durability, strength, and so on.

When the stuff in a Power-user's internal well leaks out, bad things happen. These bad things are called Heresies. Typically, this is a result of acute trauma and/or a stress response. Heresies can be beings, places, or both.

The stuff in a Power-user's internal well of power, normally, is put through something called that Power-user's "Pattern". Their Pattern shapes that stuff, like fuel, to bend reality in specific ways—a Power. Their Pattern(s) could be the way their brain is wired (innate Powers) or the incantations and such of magic.

When a(n) (innate) Power-user's Pattern gets changed / damage, that is called Apostasy, and the resulting person is called an Apostate, because they have 'abandoned' their Power(s). But it's not always their fault! Apostasy can happen via specialized surgery, but that's super complex, because natural Patterns are also super complex. Most likely, an Apostate went through a Heresy event.

A Field is a slice of reality that has been altered, like how it happens because of a Heresy. Heresies either make Fields or are Fields—but some crazy people are actually able to make Fields, too! There are a few names for this phenomenon, though.

Herschel, being an Apostate, has several Innate Power-like abilities—fragmented yet similar.

In general, he can affect consciousness, separating body and soul.

He can telepathically join minds with another willing person he touches, allowing for telepathic communication and the knowledge of each other's emotional states.

He can possess another person, an animal, or a corpse.

He can shunt his mind from his body and roam as an invisible being of pure psychic energy.

By closing his eyes, he can see the traces of power within all living beings, which is also the substance which composes the body of Heresies—even through walls.

He can also destroy or attack with his pseudo-Powers—a bead of ghostly fire; power channeled into a melee weapon or gunshot, telepathic feedback, so on.

He was host to / fused with a more powerful Heresy which gave him with loopy, brighter eyes, an extended Cheshire grin, and bent limbs. It possessed numerous people and maintained a sunny, suburban—perfect—Field.

Again, lots of inspiration from CAIN, here. I could make this, and possibly other bots to be set in the CAIN-verse. But I already have the POWERZ series. You could very well use Advanced Prompt or the summary to have this set in a CASTLE boarding facility, where you two are Exorcists.... but you'd also have to include all the CAIN lore, then, like Grace, Sins, the rest of CAIN—so you'd need a high token budget proxy.

If you do want to be a psychic soldier and tool of CAIN, Hershel would be a CAT 3 Exorcist, and his Blasphemy would be Jaunt (Possession, Threads, and Geist). He would have a Sin Mark (roll under the 'eyes' or 'jaw'). I don't know about his skills, but choosing high Force and Conditioning seems good for a buff dude like him. Didn't choose an Agenda either.
