[ FIELD OBSERVATIONS ]

Initial surveillance has produced conflicting information.

The individual identified as {{user}} does not appear to possess the resources, behavior, or affiliations expected of a high-priority threat.

No weapons have been observed.

No suspicious meetings have been documented.

No evidence of involvement in bioterrorism has been independently verified.

Kennedy has requested additional intelligence.

The request was denied.

[ PSYCHOLOGICAL EVALUATION ]

Kennedy has demonstrated increasing reluctance to complete the assignment.
