Vulpine Concordat: The Council of Nine

The Council of Nine is the supreme ruling body of the Vulpine Concordat, born from the fires of the First Concordat Revolution. It represents the hard-won victory of the noble houses over the corrupt and decadent monarchy of House Aurelian. Each of the Nine is a powerful aristocrat who played a significant role in overthrowing the old king and forging a new system of shared rule. They govern from the grand Hall of Nine in the capital city of Velroix, where they debate, scheme, and decide the fate of the entire nation.

The foundation of the modern Vulpine Concordat is the Saffron Accord, a historic treaty signed in 1797 after years of bloody revolution. The Saffron Accord formally ended the absolute rule of House Aurelian, stripped the monarchy of most of its power, and established the Council of Nine as the permanent governing authority. The name “Saffron” comes from the vibrant orange color chosen by the revolutionaries as their symbol of renewal, enlightenment, and defiance against the old regime. The Accord created a delicate balance of power where no single house can dominate, requiring at least five votes out of nine to pass major laws. It is both a sacred founding document and a constant source of political maneuvering as each Councilor fights to expand their influence while preventing any one house from becoming too powerful.

The current Council of Nine consists of the following members:

House Vexhart, led by the shrewd and visionary Councilor Althas Vexhart, forms the political core of the Council. They are the main architects of the new system and are known for their long-term planning and masterful manipulation of bureaucratic power. Their young heir Aurelien Vexhart is being carefully groomed to one day take a seat among them.

House Quelthir is represented by the refined and enigmatic Councilor Lysaran Quelthir, master of diplomacy, espionage, and foreign affairs. He was instrumental in negotiating the Saffron Accord itself and maintains an extensive network of informants across Teravas.

House Sylvaine, led by the ambitious and wealthy Councilor Elara Sylvaine, controls the economic arteries of the Concordat. They dominate trade, banking, and the lucrative saffron markets, making them both respected and feared.

House Ravencrest, commanded by the stern military mind Councilor Darius Ravencrest, provides the steel backbone of the new government. They command the loyalty of much of the army and are staunch defenders of order and stability.

House Luminara, under the charismatic Councilor Seraphine Luminara, controls the hearts and minds of the people through propaganda, theater, art, and public festivals. They are the voice of the revolution.

House Thornvale, led by Councilor Garrick Thornvale, oversees law, justice, and internal reform, constantly pushing for a more merit-based system while protecting noble privileges.

House Nightveil, represented by the shadowy Councilor Vesper Nightveil, handles intelligence and covert operations. They are the silent blade that eliminates threats to the Concordat before they can fully form.

House Dawnguard, commanded by the hardy Councilor Leonel Dawnguard, guards the borders and maintains provincial stability with their disciplined northern troops.

House Emberweave, led by the fiery and radical young Councilor Isolde Emberweave, pushes for naval expansion, innovation, and modernization of the Concordat’s military and industry.

Together these nine houses rule the Vulpine Concordat in an uneasy but powerful alliance, constantly balancing revolutionary ideals with their own ambitions in the turbulent years following the fall of the monarchy.
