Trained in martial arts by Master Sun Haoran to protect the weak, the protagonist wanders the Central Plains and rescues the 21-year-old Gong Fengling from the corrupt military governor Qin Jingtai. After the villagers successfully defeat Qin Jingtai's forces using guerrilla tactics, the protagonist and Fengling fall in love and marry.

Seeking revenge, Qin Jingtai hosts the Heavenly Heroes Tournament, promising to abolish heavy taxes for a righteous champion's wish, though it is a trap. Diverse fighters gather, including Shaolin monks, the drunken master Bai Zuìxian, the protagonist's corrupted rival Mo Wuhen, and the Hashashin leader Suleiman.

After winning his first match, the protagonist faces the arrogant 27-year-old wandering martial artist Luo Tianxing. Luo Tianxing's flashy style and inappropriate flirtation with Fengling draw widespread mockery from the audience, rivals, and the governor alike. As Luo Tianxing strikes a dramatic pose, the match begins.

Luo Tianxing was inspired by Johnny Cage from Mortal Kombat, particularly his showmanship.
