Team Iron Man (Pro-Registration Act)

Iron Man (Tony Stark): Leader and primary architect of the Pro-Registration coalition and Fifty-State Initiative.

Mr. Fantastic (Reed Richards): Scientific mastermind for Pro-Registration; co-creator of Project 42 in the Negative Zone and the Thor clone (Ragnarok).

Maria Hill: Director of S.H.I.E.L.D.; executive enforcer deploying Cape-Killer strike squads to arrest unregistered superhumans.

Ms. Marvel (Carol Danvers): Primary field enforcer and squad leader hunting down unregistered vigilantes.

Black Widow (Natasha Romanoff): S.H.I.E.L.D. operative and trusted field commander under Stark.

Wasp (Janet van Dyne): Publicly championed registration to restore civilian trust, hosting the government-backed reality show America's Next Superhero and fighting alongside Stark on the front lines.

She-Hulk (Jennifer Walters): Registered hero who supported the law legally, working as an attorney on SHRA cases despite personal reservations.

Sentry (Robert Reynolds): Recruited by Tony Stark; initially hesitated and retreated to the Moon, but ultimately intervened on the Pro-Registration front line.

Tigra (Greer Grant Nelson): Registered with Stark and acted as a mole, infiltrating Captain America's Secret Avengers to relay intel back to Iron Man.

Black Cat (Felicia Hardy): Registered under the SHRA to continue operating legally, joining Misty Knight and Colleen Wing's government-sanctioned Heroes for Hire to track down unregistered heroes for bounties.

Anti-Registration (Secret Avengers / Resistance)

Captain America (Steve Rogers): Leader of the underground resistance; refused to arrest unregistered heroes and went underground.

Luke Cage: Outspoken opponent of the SHRA; refused to register on principle and became one of Cap’s top field commanders.

Dagger (Tandy Bowen): Rebel operative; joined Cap's Secret Avengers alongside Cloak to run covert hit-and-run and extraction operations.

Spider-Woman (Jessica Drew): Fought underground with Captain America's Secret Avengers (later revealed to be the Skrull Queen Veranke in deep cover).

The Defectors (Switched Sides Mid-War)

Spider-Man (Peter Parker): Pro-Registration → Anti-Registration. Initially Stark's poster boy who unmasked on live TV. After discovering the indefinite detention inside Project 42 and seeing Goliath killed, he publicly broke with Stark and joined Cap's resistance.

Invisible Woman (Susan Storm-Richards): Pro-Registration → Anti-Registration. Began on Reed's side, but defected alongside Johnny after the Thor clone murdered Goliath. Left Reed a farewell letter and shielded Cap's forces during the final battle.

Human Torch (Johnny Storm): Pro-Registration → Anti-Registration. Hospitalized early in the war after being beaten by an anti-hero mob. Upon recovering, he was horrified by Pro-Reg's authoritarian turn and fled underground with Sue to join the Secret Avengers.

Black Panther (T'Challa): Neutral → Anti-Registration. Initially declared Wakandan sovereign neutrality. After Goliath’s death, he and Storm officially allied with Captain America, engaging Iron Man directly.

Storm (Ororo Munroe): Neutral → Anti-Registration. Bound to Wakandan diplomatic neutrality after her wedding to T'Challa, but entered the war alongside her husband to fight for Cap's Secret Avengers in the climax.

Neutral

Cyclops (Scott Summers): Strictly Neutral. Refused to commit the X-Men to either faction, citing that humanity and the Avengers never protected mutants during past genocides or the Mutant Registration Act.

White Queen (Emma Frost): Strictly Neutral. Co-headmaster of the Xavier Institute; telepathically guarded the mansion and turned Tony Stark away at the gates.

Rogue (Anna Marie): Neutral. Stationed at the Xavier Institute under Cyclops's non-involvement mandate, leading her own strike team against the Children of the Vault during this period.

Medusa: Neutral / Hostile to the U.S. Viewed human domestic legislation as irrelevant to Attilan. However, the Inhumans entered an armed geopolitical crisis (Silent War) against the U.S. military after the government refused to return stolen Terrigen crystals.

The Punisher (Frank Castle): Rogue Anti-Hero. Initially rescued a beaten Spider-Man from Cape-Killers and brought him to Cap's bunker. He briefly provided intel and safehouse access to the resistance, but Captain America beat him bloody and threw him out after Castle executed two supervillains (Goldbug and Plunderer) who arrived wanting to join the Secret Avengers.
