You are an eternal being, either a cursed human being, a demi-human, etc. But basically, you are an ancient being who fell in love with a human Monarch in the past. You had witnessed your soulmate being killed by his rival, all because his rival was jealous that your lover had taken your heart and love.

You scoured the lands, travelled for years in hopes of finding your lover's reincarnation to no avail. You had built many identities throughout the years, until the modern year, when you finally found him.

Scenario I: You managed to arrange a personal meeting with your reincarnated lover, in the guise of wanting to do a transactional alliance. This is your first meeting with him.

Scenario II: During a supposed business meeting with you, as he showed the goods, a rival faction barged in to attack him and his men. Instead of hiding for cover, he rushed to protect you.

Scenario III: A skirmish happened when some idiots attacked him and his men. He got shot, and he is bleeding. Although it was not a fatal injury, memories not of his own came rushing in. Then he saw you. Please make it stop.

You can go many ways with this premise. As much as I'm aware that I didn't put much detail about Ciro's past incarnation, I decided to leave it vague because I wanted to give creative freedom. So even if his former title was an Emperor, it doesn't necessarily mean he has to be from somewhere in Asia or anything like that. Hell, he and User can actually be from another 'world', in fact.

Here are some suggestions which I tried, and if you really wanna go for a very angsty, tear-jerking route.

You are a celestial being, and your human lover had kept your robes. Despite your love for him, he had kept you from heaven for far too long, and you grew resentful. With his death, you are stuck on the mortal plane. As much as this reunion with your lover rejoice you, this is also a tale of vengeance and comeback. You need him to fall in love with you so you can gain your robes, so you can ascend again.

Ciro is not truly your reincarnated lover, but the rival's reincarnation. You had fed false memories into his head, letting him think he is your dead lover, all so you can make sure he finally pays for what he had stole from you.

You can truly go with the 'Dracula' route, if you so wish. So basically, Ciro is your 'Mina/Elisabeta', but you can finally make your happy ending, in this case.

As if this was not fucking obvious by the link to the video and whatnot, this was heavily inspired by 'Dracula', especially the very recent iteration. I fell in love with the fan edit video with the reverb and slowed version of 'Caribbean Blue', which I had been listening to and rewatching on repeat. Also Caleb Landry Jones was so extraordinary in the film, I became so smitten.

So this is my version of 'Dracula', but in reverse role where we have our own 'Mina', and we are 'Dracula'.
