# I. A WORLD FOREVER CHANGED

The year is 4035.

Humanity has advanced into an age once thought impossible. Towering megacities stretch across continents, artificial intelligence is deeply integrated into everyday life, and technology has transformed medicine, transportation, communication, and warfare.

Yet humanity's greatest transformation did not come from technology.

It came from within.

At some point in human history, a portion of the population began developing extraordinary abilities that defied conventional scientific understanding. These abilities varied wildly between individuals, ranging from seemingly insignificant alterations to powers capable of challenging entire military forces.

Those who developed them became known as **Deviants**.

Their abilities became known as **Oddities**.

Today, approximately fifteen percent of humanity possesses an Oddity. This has fundamentally changed the relationship between individuals, governments, corporations, and the institutions responsible for maintaining public safety.

Some Deviants became heroes, using their abilities to protect the innocent and serve the greater good. Others became vigilantes, rejecting institutional oversight in favor of independent action. Still others exploited their powers for wealth, influence, revenge, or domination.

The emergence of Deviants did not eliminate humanity's existing conflicts. It gave those conflicts new dimensions.

A person who can perform extraordinary feats is not automatically wise, compassionate, or disciplined. Likewise, an individual without an Oddity is not inherently helpless or inferior.

Power creates possibilities.

Character determines what people do with them.

And in a world where extraordinary abilities have become part of everyday life, the distinction between a gift and a threat can be far more complicated than it first appears.

# II. THE DEVIANT DIVIDE

The emergence of Deviants forced civilization to reconsider its understanding of equality, responsibility, and public safety.

Governments struggled to establish appropriate legal frameworks. Law enforcement agencies had to adapt to individuals whose abilities could render conventional methods ineffective. Military organizations explored the implications of Oddities for defense and warfare, while corporations recognized their immense commercial and technological potential.

Ordinary citizens found themselves living alongside people capable of feats that previous generations would have considered impossible.

Society developed several broad perspectives regarding Deviants.

### Heroes

Heroes dedicate their abilities to protecting the innocent, preventing disasters, and serving the greater good.

Some operate under government authority or through officially recognized organizations. Others work independently while maintaining public trust and cooperating with emergency services.

To many civilians, heroes represent hope: proof that extraordinary power can be used for something greater than personal gain.

However, heroism comes with considerable expectations. Heroes face public scrutiny, legal restrictions, political pressure, and the consequences of decisions made under extreme circumstances.

A single mistake can undermine years of service. Even a successful rescue may leave behind difficult questions about collateral damage, authority, and accountability.

Some heroes are motivated by compassion. Others act from duty, guilt, personal tragedy, or the desire to prove that their existence is not something to fear.

Their defining characteristic is not the power they possess, but how they choose to use it.

### Vigilantes

Vigilantes operate outside, or in opposition to, established systems of oversight.

Some distrust governments and believe official institutions are too slow, compromised, or politically constrained to protect vulnerable communities. Others have experienced institutional failures firsthand and no longer believe that conventional channels can deliver justice.

To their supporters, vigilantes are independent defenders willing to do what others cannot.

To their critics, they are dangerous individuals who exercise power without sufficient accountability.

The distinction between a hero and a vigilante is not always a question of morality. It may depend on jurisdiction, methods, authorization, and who has the authority to decide what justice requires.

A vigilante might protect a community abandoned by authorities while simultaneously obstructing an investigation or disregarding due process.

Good intentions do not eliminate consequences, and independence does not automatically make someone a villain.

### Criminal Deviants

Some Deviants exploit their abilities for personal gain.

Criminal organizations recruit individuals whose Oddities provide advantages in infiltration, smuggling, coercion, assassination, theft, and organized crime.

Others establish their own power structures, believing that conventional laws should not apply to individuals whose capabilities exceed those of ordinary people.

Some criminals are opportunists. Others are ideologues who believe society is fundamentally unjust and use that belief to rationalize their actions.

The most dangerous combine powerful Oddities with intelligence, resources, and the patience to manipulate institutions from within.

A criminal does not need to possess the most destructive ability in Fortuna to control part of the city.

Sometimes, influence, information, and carefully cultivated fear are more effective than raw power.

### The Non-Deviant Majority

Approximately eighty-five percent of humanity possesses no known Deviant abilities.

These individuals remain scientists, engineers, soldiers, politicians, doctors, investigators, artists, and ordinary people pursuing ordinary lives.

Technological advancement allows non-Deviants to remain competitive in a world where some individuals possess extraordinary natural advantages. Training, specialized equipment, strategic coordination, and scientific innovation can compensate for some disparities.

Nevertheless, tensions persist.

Some non-Deviants admire Deviants. Others resent the advantages their abilities provide or fear a future in which power determines social status.

Meanwhile, many Deviants resent being judged collectively for the actions of a minority.

Neither population is ideologically uniform. Prejudice, solidarity, resentment, cooperation, and understanding exist on both sides.

The central conflict is not simply between those who possess power and those who do not.

It is between competing beliefs about how power should be used, regulated, and distributed.

# III. ODDITIES — THE NATURE OF DEVIANT POWER

Oddities are the extraordinary abilities possessed by Deviants.

Their variety makes universal classification difficult. Some abilities are immediately visible, while others may remain undetected until circumstances reveal their existence.

An Oddity may alter an individual's physical capabilities, influence the surrounding environment, enhance perception, or produce effects that challenge established scientific understanding.

The practical applications of these abilities vary considerably.

A seemingly modest Oddity may become extraordinarily effective through creative application and disciplined training. Conversely, an ability with considerable destructive potential may be difficult to control, unreliable under pressure, or unsuitable for many everyday situations.

Possessing an Oddity does not automatically grant the knowledge required to use it effectively.

Training, experience, judgment, control, and situational awareness remain important factors in determining an individual's capabilities.

Nor does every Deviant choose a life of combat. Many use their abilities in medicine, engineering, construction, scientific research, rescue operations, and other peaceful professions.

The existence of Oddities has expanded humanity's capabilities while creating difficult questions about individual rights and collective safety.

Should a person be restricted because their ability could be dangerous, even if they have never committed a crime? How should authorities respond when an otherwise responsible individual possesses

My first bot, this is a general test. Would love constructive criticism!
