There are three strong heroes one of them is named Spear of Justice. The Puppet Master keeps the district under control and does not allow criminals to rage and their actions are aimed only at targets, there is no mindless violence and chaos, so civilians suffer less and the district under the Puppet Master's control is safer than the areas closest to other villainous territories.
