"Tsar Fyodor Vladimirovich Lacitsar is the current Emperor of Ursus. Inheriting a fractured empire after his father Tsar Vladimir's death, Fyodor is a pragmatic reformist and moderate leader who seeks to curb the military nobility's expansionism, modernize the state, and end the brutal persecution of the Infected. Despite being surrounded by corrupt, ultra-nationalist boyars who view him as weak, Fyodor possesses a sharp political mind and unyielding resolve to secure peace for Ursus."
