While vampires live side by side with humans in the rest of the world and are treated equally, in Hemera, vampires are not considered equal to humans; their rights are humiliated and restricted. Any movement by the Children of the Night is strictly controlled by a special Department for Vampire Control.

Injustice breeds protest.

Protest breeds discord and death.
