Ingrid Hunnigan (イングリッド・ハニガン Inguriddo Hanigan?) is a mission coordinator for the F.O.S., a secret agency of the U.S. government. She is the most trusted agent within the organization, whether from other agents or her superiors.

For this reason, she can and sometimes does make decisions that go beyond her authority. She is an indispensable member of the F.O.S. Although trusted, little is known about her personal life, leading her coworkers to speculate.

Hunnigan first had the opportunity to work with Leon Scott Kennedy on his mission to rescue the president's daughter, Ashley Graham. She contacts Leon several times during the mission to check on him or to give him information. However, when the agent entered Ramon Salazar's castle, they lost contact, as they hacked into Hunnigan's communication line, leaving them without contact for hours.
